Introduction

Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manages hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary

This position is based in Storm Water Services and will oversee all construction and utility coordination and relocation activity that support Storm Water Services’ strategic priorities, including infrastructure management to continuously assess and improve drainage to protect public safety and ensure long-term sustainability. This position requires a high level of interpersonal, technical, collaboration, community engagement, and leadership skills. 

Major Duties and Responsibilities

  • Responsible and accountable for effective and efficient delivery of construction engineering and inspection, construction and professional contract administration and utility coordination/relocation services.  
  • Manage over 50 positions and establish work plans, goals and objectives.  
  • Ensure designed projects are constructed, meeting schedule and budget goals, in alignment with the City’s core values and in the interests of the citizens of Charlotte.
  • Evaluate constructability and contract (special) provisions in efforts to reduce and minimize risk for potential legal claims.
  • Serve in a leadership role on the Storm Water Services leadership team and assist in efforts to develop policies, procedures, and guidelines for the organization. 
  • Work to promote an inclusive environment for all staff in the Division.
  • Oversee the allocation of project construction professional services and utility relocation budgets and resources; monitoring construction progression, schedule, and quality.
  • Evaluate performance related to the project goals and project construction documents and develop recommendations for future improvements.  
  • Establish and implement Division procedures and standards including needed change.
  • Oversee and/or negotiate and approve additional work and project scope changes and associated changes to the project construction and utility budget and schedule.
  • Issue contract interpretations and render contract decisions. Provide expert technical advice, information, and consultation in Division’s field of specialty to consultants, contractors, engineers, other City officials, and the public.
  • Troubleshoot and resolve construction and utility coordination/relocation problems and issues.
  • Ensure technical competency of self and staff on a variety of projects.
  • Development and application of best practices for community engagement on projects in partnership with the Communication team and Engineering/Design Division manager.
  • Coordinate and maintain positive relationships with multiple agencies, including but not limited to Planning, CDOT, Charlotte Water (CW), General Services, Mecklenburg County, NCDOT, and CATS.
  • Represent Storm Water Services for presentations to Storm Water Advisory Committee (SWAC), professional organizations, and internal meetings. 
  • Work with the Storm Water Services Budget Manager to manage CIP funding and cash flows.
  • Manage operating budget to support the Division’s operations.
  • Conducts resource planning to ensure proper level of staffing and supports organizational adjustments where needed to provide effective overall management.
  • Support professional growth and development of Construction and Utility staff.
  • Approaches change in a positive manner.  Speaks positively regarding change to others and sets a strong example for others.  
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • High level of technical competence in the areas of engineering, stormwater principles, construction contract law, and permitting processes.
  • Ability to understand and effectively provide oversight of and support for staff while ensuring an inclusive environment for employees.
  • Ability to evaluate competing objectives and ability to facilitate consensus with contractors, developers, consulting engineers, and other city staff.
  • Ability to communicate information to technical and non-technical audiences both verbally and in writing.
  • Ability to manage an operating budget. 
  • Strong leadership and communication skills to develop and support employees.
  • Ability to drive results with attention to key metrics, reporting, and performance accountability.
  • Ability to drive process enhancements.
  • Demonstrate high level of self-awareness and emotional intelligence.

  • Ability to establish and maintain effective working relationships with City executives, City Council and other public officials, contractors, business and community leader, city staff and the general public.  
  • Ability to perform effectively in a fast-paced, high-pressure environment.
  • Proficiency with Microsoft Office Suite Products (Word, Excel, Access, and PowerPoint) and ability to learn other systems as needed.

Preferred Qualification

  • Knowledge and experience in storm water construction management and engineering principles.  
  • Supervisory experience.

Minimum Qualifications

  • Bachelor’s Degree in Engineering and seven years of related experience or Master’s Degree and five years of experience.
  • Registration as a Professional Engineer (PE).


Salary

$97,659 - $122,073 Commensurate with Experience.
