The Career and
Talent Development Coordinator is responsible for creating, developing,
implementing, and overseeing all aspects of the Career Development Program for
the City of Charlotte’s Aviation Department at Charlotte Douglas International
Airport. Aviation’s diverse workforce includes more than 600 employees
occupying over 100 different job classifications (e.g., laborers, skilled
trades, paraprofessional and professional). The Career and Talent Development
Program contributes to an environment where employees can thrive, and requires
the ability to have empathic, future orientated work plan conversations with
Aviation employees. Aviation’s Career and Talent Development Program includes,
but are not limited to: Career Coaching, Job Shadowing, Mentorship, and
Succession Planning. The Career and Talent Development Coordinator will prepare
employees for their next career opportunity which involves knowing all Aviation
career opportunities; work closely with the Aviation Department recruitment
team; understand the City of Charlotte and Aviation professional development
and education opportunities; and properly use various assessment tools.
The Career and Talent Development Coordinator will work
with Airport tenant partners, and various Aviation Department divisions to
establish and maintain professional working partnerships, organize, coordinate,
and manage the Airport career and job fairs. They will also be a member on the
City of Charlotte’s Workforce Development Strategic Committee and provide
feedback and input, develop recommendations, and make decisions on workforce
planning strategies and training programs.
The Career and Talent Development Coordinator will
assist with recruitment and assisting workforce development program participants
as they transition into full-time regular positions. This position requires
effective communication for meetings and when communicating program
opportunities to internal and external partners as well as when facilitating
training to participants, when necessary.
Work is performed under general supervision and
performance is evaluated based on program flow and success, feedback and
results obtained. Work requires the exercise of considerable independent
judgment and initiative. Must be able to meet strict deadlines and
simultaneously handle multiple competing and demanding tasks. This position
will report directly to the Workforce Development and Outreach Manager within
the Human Capital Management and Talent Development Division.
1. Monitor, evaluate, and maintain records related to
the program. Create, maintain, and report metrics to show program return on
investment.
2. Develop and manage the Mentorship Program. The
Mentorship Program will consist of leadership development aspects within the
organization. Communicate program specifics to employees, supervisors, and
leadership. Deliver training to Mentors and Mentees as well as maintain
training materials necessary for success of a structured program. Monitor,
evaluate, and maintain records related to the program. Create, maintain, and
report metrics to show program return on investment, growth, and development
for each fiscal year.
3. Manage tuition assistance programs (reimbursement
and pre-paid) for both the educational reimbursement program in conjunction
with both the City of Charlotte and Aviation Department policies, and
procedures, as well as the internal Aviation Department pre-paid CAPP program.
Analyze any necessary changes to improve process and program flow. Create and
maintain dashboards to demonstrate the return on investment. Create and
maintain partnership and contacts where applicable at various educational
institutions as well as Central Piedmont Community College (CPCC).
4. Plan and coordinate the Aviation internal department
career exploration event in conjunction with the Workforce Development team.
Identify and coordinate the internal staff logistics portion as well as
external partners where necessary to discuss educational reimbursement options,
as well as career development opportunities for department employees. Monitor
internal employee portion details to ensure a supportive and informative
environment to understand college resources and assistance, as well as city
resources for career engagement and opportunities. Evaluate to identify metrics
and goals for further development.
5. Manage, plan, and coordinate the Airport Job Fair
with Airport tenant partners. The Airport Job Fair will take place each year to
assist with the hiring and recruitment needs both internally as well as
externally. Coordinate volunteers, location, and logistics for a successful
event with outlined metrics and established goals. Maintain strong partnerships
and relationships both internally and externally. Work strategically in
managing the Airport Job Fair to understand both the need and impact with
Aviation Department leadership, recruitment team and community partners.
6. Serve as the liaison between the employees and
supervisors to provide effective and streamlined career development coaching,
plans and opportunities using a comprehensive career coaching model or
educational assistance tools. This career development model will impact
workforce development programming for candidates in a full-time capacity,
existing workforce, as well as the Career and Training Academy in conjunction
with City Human Resources. This position will also create standard operating
procedures to support such models or development plans.
7. Build knowledge in career and succession planning to
provide specialist advice and support with regards to talent assessments,
knowledge management, and succession planning both internally and externally
where applicable.
8. Document program processes and information for
knowledge transfer purposes, as well as to understand strategy to plan for
growth and development of programs.
9. Represent the City of Charlotte and Airport in both
a professional and positive manner.

skills.
• Ability to meet strict deadlines and handle multiple
and simultaneous demanding tasks.
• Proficiency with Microsoft Office Software (Word,
Excel, PowerPoint, Publisher).
• Proficiency with incorporating the use of technology
to develop presentations.
• Ability to maintain effective working relationships
with co-workers, other City and County departments, and the public,
representing the Airport in a positive manner.
Requires a bachelor’s degree plus three years of
experience. Major course work in Career Coaching, Organizational Development,
or career coaching/counseling certification such as ATD Expert Coach, NCDA
Certified Career Services Provider, or Certified Professional Career Coach is
preferred.
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
