Overview

The City of Charlotte’s Economic Development Department takes great pride in our success with bringing together public and private resources to create places that attract a diversity of talent, job opportunities, and businesses.  We are driven to make Charlotte competitive in the global market and facilitate an environment through which all residents have opportunities for economic success. Areas of focus include development/redevelopment, entrepreneurship and small business support, business recruitment and retention and talent development. Through active and strategic collaborations with other city departments and community partners, the team fulfills its purpose of helping businesses and residents thrive.

Summary

The department is seeking a Program Manager to provide cross-departmental support to the Economic Development team with an emphasis on talent development. The position will help manage industry-specific training programs and grant programs, and lead performance-driven relationships with Charlotte’s educational and workforce development partners and private sector employers. This role will also help design and implement workforce development programs to increase employment opportunities for underserved residents in Corridors of Opportunity geographies.

The ideal candidate must have excellent communication skills, strong relationship building skills, have experience with supporting contract and financial administration, and have a demonstrated track record of effective problem-solving. The position reports directly to the Talent Development Senior Manager.

Major Duties and Responsibilities

Establish and foster talent development partnerships and community relationships
Drive successful workforce development initiatives through comprehensive program management, including resource development, business engagement and community outreach
Provide thought leadership on talent development and connectivity opportunities to the business community in conjunction with other key public and private organizations
Create and incorporate talent development success metrics that support recipients of the Business Investment Grants and public/private infrastructure reimbursement agreements  
Develop a thorough understanding of the community’s inventory of educational and training programs and represent the best-suited options to employers
Manage the disbursement of federal ARPA funds allocated to workforce development initiatives. Maintain program compliance with internal and external auditors. 
Manage Industry Specific Training Programs including contracts with workforce development and educational organizations:
o Create and maintain relationships with program training providers; meeting regularly to stay up to date on programs, initiatives, employer relationships, events, etc.
o Manage Corporate Advisory Committees including directories, communication, and quarterly meeting planning
o Co-Plan employer engagement events for program graduates with training partners; drive employer commitment to program and increase direct hires of graduates
o Connect employers to program graduates and drive relationships that lead to job placements
o Create monthly progress reports that identify number of participants enrolled, graduated, and placed
o Create a database to track participants in the program
o Work with the Research and Analytics Program Manager to show data trends and tell an impactful story; use data visualization software to produce compelling graphics about program performance
o Create effective working relationships with finance and compliance teams to ensure timely reviews and payments; serve as a liaison between these teams and the partner agencies

Knowledge, Skills & Abilities

Workforce development program management experience and proven success cultivating employer relationships that lead to job placements
Excellent communication skills, listening, negotiation and presentation skills
Proven track record of successful ability to manage large and complex projects
Experience in program management, contract management (including compliance monitoring), grant administration (including federal grant funds), building employer relationships, and executing customized job placements
Use creative thinking and seek innovative solutions to address complex problems.
Demonstrated ability to perform at high levels and deliver results in a fast-paced work environment with minimal direction.
Ability to be proactive and adaptable while setting work priorities and meeting deadlines
Ability to assess various stakeholder needs, identifying potential oversights and gaps and recommend optimal solutions
Adept at navigating the grey by asking key questions, gathering facts and staying nimble
Serve as an ambassador for the City of Charlotte with an ongoing passion for community work and transforming the city
Advanced Microsoft Office skills capacity

Preferred Qualification

Master’s degree with three (3) or more years of relevant work experience

Minimum Qualifications

Bachelor’s degree with five (5) or more years of relevant work experience or an equivalent combination of education and experience necessary to successfully perform the essential job functions.

$75,018 to $84,396 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
