Summary

The Program Manager plans for and implements all aspects of Geographic Information Systems (GIS) and Planning program area of Charlotte Planning, Design and Development Department.  This program area is part of the Long-Range Planning Division and provides GIS and analytical support to all other divisions in the department, as well as other city-wide initiatives.  This position provides leadership and guidance to a small team that applies information and technology to provide comprehensive planning services, better understand complex issues, and to effectively communicate data. With extensive knowledge of each system, the GIS Manager determines which system is most appropriate for the task and how to easily move data between the systems.

Major Duties and Responsibilities

  • Lead a team responsible for maintaining over 100 GIS layers and all GIS processes that are used by the six divisions of the Planning Department.
  • Responsible for managing the data and mapping needs of high-profile community-wide initiatives, such as the Charlotte Future 2040 Comprehensive Plan, Charlotte Unified Development Ordinance, and Community Area Plans. 
  • Ensures the timely implementation of GIS-related projects
  • Foster relationships amongst other city departments and external partners to create a cohesive and collaborative working environment and approach.
  • Ensure that Planning follows city-wide policies regarding data publishing, data maintenance and data security protocols.
  • Serves as the main data point-of-contact between Planning and project consultants.
  • Responsible for developing annual population estimates for the seven jurisdictions within Mecklenburg County at the request of City Strategy and Budget Department.
  • Serves as the Census Liaison and primary point of contact between the City of Charlotte and the U.S. Census Bureau.
  • Maintains expertise in GIS-related software and technologies.
  • Serves as a liaison with City I&T and GIS vendors for proper acquisition, installation, operation, and maintenance of GIS-related resources. 
  • Performs other related duties as assigned.

Knowledge, Skills & Abilities

  • In-depth knowledge of program and project management methodologies.
  • Interpersonal skills necessary to develop and maintain adequate and appropriate working relationships.
  • Ability to perform a variety of duties, often changing from one task to another of a different nature.
  • Strong customer service skills.
  • Adept at navigating the grey by asking key questions, gathering facts, and staying nimble.
  • Proficiency with ArcGIS suite of products, including ArcGIS Pro, ArcGIS 10.7 and ArcGIS Online and future updates. 
  • Proficiency with Microsoft Office suite of products, including Excel, Word, and Outlook.
  • Knowledge of GIS concepts and ability to create and maintain maps, spatial datasets, tables, and other geospatial data.
  • Ability to create visually pleasing maps using sound cartographic principals.
  • Ability to complete highly technical tasks efficiently and accurately, often under tight deadlines.
  • Ability to use problem solving and spatial analyses to answer Planning related questions.

Preferred Qualification

  • Familiarity with 3D spatial data, ArcUrban, CommunityViz and Tableau Desktop 2021.4 is preferred.
  • Some community engagement experience and public presentation skills are ideal.
  • Supervisory and management experience required.
  • Demonstrated ability to handle multiple tasks, align strategies and concepts, and work independently to move forward initiatives, projects, and tasks

Minimum Qualifications

Four-Year degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree and five years related work experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
