Function
Summary
The Human Resources Training Specialist provides guidance and support to the HR and Operations Training Divisional functions within the Charlotte Department of Transportation (CDOT). Primary duties include providing training and facilitation for a multi-skilled workforce, on-the-job training for assigned employees, and developing course curriculums and a broad range of training to support the organizational needs. This position requires a strong technical and professional background in training and development with a proactive mindset, attention to detail, and optimal time management behaviors that allow strong performance in a fast-paced environment.
The incumbent will be responsible for performing training needs assessments, designing and delivering curriculum and learning materials, and managing all phases of training interventions.
This position primarily works office hours Monday through Friday, and the schedule also requires working varying shifts to accommodate training schedules including, but not limited to evenings, weekends, holidays, special events, and during inclement weather.
Major Duties and Responsibilities
- Facilitate CDOT new hire orientation and onboarding activities for new hires to ensure consistent practices for all newly hired employees.
- Guide the CDOT Connects Program for new employees
- Conduct ongoing training needs assessments of CDOT staff based on input from managers and employees
- Coordinate the Lunch with Leaders Program.
- Develop and implement training programs that support and address deficiencies in skills across the department including a specific focus on Diversity, Equity, and Inclusion goals.
- Prepare training plans for the CDOT operations divisions that include potential costs, measurable goals, and options for delivery.
- Develop a process to ensure employee training needs and goals accurately align with the performance review and development program.
- Work collaboratively with divisions to implement CDOT’s Equity in Services Tool.
- Coordinate with Senior Safety Coordinators and the division staff to identify training and support needs related to safety programs, technology enhancements, and employee benefit programs.
- Responsible for developing training programs and curricula for CDOT staff to ensure that all employees have the necessary skills to perform their respective job duties in a safe, efficient, and knowledgeable manner.
- Utilize the Human Resource training system, My Success, to schedule, track, and monitor training for the employees and maintain a system to communicate training opportunities to employees and supervisors.
- Provide regular updates to CDOT's leadership regarding training programs and activities.
- Develop and foster relationships with training specialists in other City Departments, outside agencies, and educational institutions to further opportunities for cost-sharing and collaboration.
- Supports career development initiatives and supervisors by identifying learning opportunities to assist employee growth and development plans.
- Creates standardized templates learning items such as job aids and instructional guides and assists trainer's in-house training materials development.
- Creates online training content
- Develop systems to evaluate courses and instructors to maximize training effectiveness.

- Knowledge and experience working in human resources, training and workforce development best practices, policies, and procedures
- Knowledgeable of instructional design methodologies and adult learning concepts.
- Possess great attention to detail.

Minimum Qualifications
- Bachelor's Degree in education, communication, business, or related field; and three (3) years related work experience
- Master's Degree and one (1) year related work experience
Salary
- $64,803.00 - $81,003.00 / Year; Commensurate with experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
