The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

Summary

The Public Safety IT Project Coordinator, Sr is responsible for project coordination, administration, and support.  Responsibilities include assisting project managers in the overall coordination and management of projects including oversight of project  completion and monitor adherence to PMO and Public Safety project management processes and standards. The IT Project Coordinator, Sr acts as the lead project manager when a project manager is unavailable or for projects relatively small in scope.  

Major Duties and Responsibilities

  • Develop status reports, agendas and meeting minutes.
  • Coordinate activities with vendors and suppliers and maintain relationships with them.
  • Coordinate design sessions with developers, testers, database administrators, and technical writers.  
  • Schedule additional meetings with customer to clarify processes and requirements based on feedback from other technical staff. 
  • Coordinate with technical staff to review scope of the proposed solution.  
  • When applicable, ensure vendor and suppliers meet contract deliverables.
  • Deliver all completed documents to developers, quality assurance, and technical writing team.
  • Manages project budget, procures any necessary hardware or equipment, using the City procurement processes and tools.
  • Coordinate multiple projects simultaneously.
Project Management and Documentation
  • Use MS Project to create and/or maintain a project schedule identifying tasks required to complete the project using feedback from technical staff, vendors, and other team members.  
  • Obtain estimates from team members on the time it will take to complete tasks.  Identify a completion date for specific milestones such as development, Unit testing, System Testing, and release dates.  
  • Work with project team to ensure test plans are documented and followed when appropriate.
  • Obtain status updates from team members and update project plan based on those updates.  Notify management of any changes that will impact overall delivery dates.
  • Track all issues associated with the project using the approved issue/defect tracking tool.  Notify management of any issues that will impact overall delivery dates or need escalation through the chain of command.
  • Works with project team to identify project risks.  When applicable, risk mitigation plans are developed.  Escalates to leadership when risk become issues.
  • Monitor project progress and identify project deviations impacting deadlines including changes in personnel, scope, and other external factors.
  • Coordinate with resources external to the application team to ensure all hardware, infrastructure, and training needs have been identified and put in place throughout the project.
  • Coordinate with customer throughout the project to schedule walk-through and status sessions for the project.  Document all feedback and issues.  
  • Coordinate and schedule personnel for Pilot testing, if the project requires it.  
  • Assist team in prioritizing defects and issues to be completed before initial roll-out.
  • Work with project team and leadership to develop change management and communications plans.  Ensure plans are executed.
Implementation
  • Coordinate with technical team and customers to identify project delivery dates and implementation tasks.
  • Work with project team to develop and document implementation plans including cutover and training plans. 
  • Ensure smooth transition to operations support including the coordination of support documentation development and dissemination.
  • Coordinate with training personnel and customers to identify method of training and facilitate training review sessions.
  • Assist technical writer in organizing documentation and providing feedback on documentation.
  • Assist in preparing and distributing help documents and announcements for publicizing new system.

Knowledge, Skills & Abilities

  • Project management experience including implementation and upgrades of business critical systems.
  • Experience working with technical systems support professionals, e.g. project managers, business system and application analyst, network administrators, database administrators, and application developers.
  • Experience in providing application and data management support in a variety of business environments.
  • Experience utilizing and supporting analytical tools such as MS Excel, MS Access and MS Project.
  • Detail-oriented with excellent organizational, time management, and project management skills. 
  • Excellent interpersonal skills with the ability to communicate appropriately with persons possessing a different level of technology aptitude or skills.
  • Ability to communicate effectively and demonstrate strong abilities in negotiation, persuasion, and conflict resolution. 
  • Excellent customer service skills.
  • Ability to identify, analyze and provide recommendations on business and systems processes and procedures.
  • A high level of knowledge in project management methodologies and tools.
  • A high level of systems application and data structure knowledge.
  • Knowledge of Information Technology best practices, standards, and terminology

Preferred Qualification

PMP or CAPM certification

Minimum Qualifications

Requires a four-year degree in Computer Science, IS/IT, or a related field, or an equivalent combination of experience and or training. 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
