Summary

The Corridors of Opportunity Initiative is seeking a Program Manager to lead a collaborative project between internal teams/departments, community members, and private sector investment dollars to create a strategic outcome which demonstrates the City of Charlotte’s commitment to support equitable investment, holistic neighborhood revitalization and to facilitate the ability for long-term residents to stay-in-place within the six identified corridors.  

The Program Manager will work hand in hand with the Corridors of Opportunity Executive Manager to organize and prioritize critical issues, and gain information required for the overall team to facilitate conversations and execute effective decision-making. The Program Manager will direct the administrative, financial, and operational activities for each Corridor of Opportunity and track the overall Corridors budget. 

The ideal candidate for the Program Manager position is strategic, detail oriented, collaborative, and multidisciplinary with a thorough understanding of City of Charlotte decision making structure. They are able to think outside of the box, problem solve, and make decisions quickly and thoughtfully with both the community and city interests in mind. 

Major Duties and Responsibilities

  • Partner with Corridors Executive Manager, the Corridor work teams and the Engagement Specialist to create a cohesive point of view to effectively implement the project
  • Create and manage measurable (SMART) metrics to effectively manage the cohesive program 
  • Lead Corridor Project Implementation Teams on specific projects as needed, providing direction and oversight as it relates to the overall Corridors Program
  • Foster relationships amongst internal departments to create cohesive and collaborative working approach
  • Develop and negotiate contracts, scope-of-work documents, payment plans, contracts, and other legally binding artifacts.
  • Provides input to the Corridors Executive Manager and the Corridors Executive Leadership team discussions to assist with decisions and support operations and strategies.

  • In-depth knowledge of program and project management methodologies
  • Excellent communication skills, listening, negotiation and presentation skills
  • Interpersonal skills necessary to develop and maintain adequate and appropriate working relationships
  • Ability to perform a variety of duties, often changing from one task to another of a different nature
  • Strong customer service skills
  • Adept at navigating the grey by asking key questions, gathering facts and staying nimble
  • Meet schedules and deadlines of the work promptly

Preferred Qualification

Requires excellent oral and written communication, ability to work in a team in a dynamic environment. The preferred candidate will have an interest in pursuing a career in city leadership or management. Additionally, applicants must demonstrate the ability to handle multiple tasks, align strategies and concepts, and work independently to move forward initiatives, projects, and tasks.

Minimum Qualifications


Associate's Degree with seven years related work experience

OR

Bachelor's Degree and five years related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
