Charlotte Water provides Drinking Water Treatment and Waste Water Treatment to over 1 million residents, businesses and visitors in the Charlotte Mecklenburg and surrounding communities on a daily basis. Function

The position is responsible for managing, evaluating, and refining the safety and occupational health program for Charlotte Water.  

Summary

Work involves leading the departmental safety team that oversees construction and industrial safety programs, job hazards analysis, site safety inspections, safety program audits, safety training, and promotion of safety awareness for Charlotte Water employees and contractors.  The position is also responsible for the safety program budget and staff supervision.

Major Duties and Responsibilities

1. Manage safety and health practices, policies, and programs, including those required by OSHA, the State of North Carolina, the City of Charlotte, and Charlotte Water.  Manage and conduct safety inspections, audits, and industrial hygiene monitoring to ensure compliance with Federal and State OSHA regulations, City and departmental goals and general safety protocols/best practices.  Communicate and interpret data for impacted leaders, employees, and/or contractors.
2. Lead the departmental safety team, conduct investigations of accidents, injuries, and illnesses, analyze information, and identify trends.  Manage job hazard analysis to ensure all known hazards are addressed.  Lead, mentor, and coach support staff.  Determine goals for safety and health recognition programs.
3. Develop and manage written accident corrective action plans.  Develop and communicate comprehensive safety and loss control strategies.  Train and support team members in conducting effective internal audits.
4. Serve as the subject matter expert for safety compliance issues and advise departmental leaders on safety matters that relate to their workgroup.  Review procurement solicitations and contracts to ensure occupational safety and health parameters are captured in the documents.
5. Maintain records for Worker’s Compensation, vehicular accidents, property loss and general liability.  Develop corrective action processes to eliminate or reduce loss time.  Coordinate with Human Resources and departmental leadership to eliminate or reduce on the job injuries and incidents by developing corrective action plans. Review OSHA 300 logs for accuracy.
6. Develop and provide safety training sessions, management programs, and initiatives that are relevant and timely for the diverse work environments within Charlotte Water. Assess job functions to determine appropriate safety practices.
7. Furnish safety topics, lessons learned analysis, and research for use in employee meetings.  Develop recognition program to celebrate safety and loss prevention achievements.  Oversee the creation and maintenance of safety and health information on Charlotte Water’s intranet safety site.
8. Promote safety awareness through new employee safety orientation. Create promotional content (e.g. OnTap (newsletter) articles, tailgate safety topics, workgroup meeting topics, digital information boards).
9. Serve as departmental liaison with City of Charlotte Risk Management on incidents that involve an audit from federal, state, and local governmental agencies such as OSHA and/or other safety-related organizations.  
10. Serve on internal, Citywide, and/or industry-related committees that have the potential to benefit or enhance the overall safety and health programs, policies, and practices for Charlotte Water.  
11. Research, review, and keep current on advancements, changes, developments, and laws in the field of safety and specifically in the field of water utility safety and industry best practices.
12. Perform other related job duties as assigned.

Knowledge, Skills & Abilities

Considerable knowledge of OSHA and other codified safety regulations
Knowledge of computers and software applicable to position.
Knowledge of Incident Command Systems. 
Skill in utilizing industry-related business systems software including Web EOC, Everbridge, SharePoint/Drupal, and My Success.
Skill in communicating, both verbally and in writing.
Ability to develop and maintain effective working relationships with co-workers, other City departments, regulatory entities, and the public, representing Charlotte Water in a positive manner.
Ability to obtain a City of Charlotte driving permit.
Ability to supervise employees. 
Ability to ensure employees follow physical site safety and security protocols.

Preferred Qualification

Desires completion (or complete within required time frames of hire date) of advanced FEMA NIMS ICS courses 100, 200, 300, 400, 700, and 800 training.

Minimum Qualifications

Bachelor’s degree from an accredited college or university.
Seven (7) years of related work experience
One (1) year of supervisory experience.

Licenses, Certifications or Registrations: 
Requires a valid driver’s license along with an acceptable driving record.
Desires completion (or complete within required time frames of hire date) of advanced FEMA NIMS ICS courses1 00, 200, 300, 400, 700, and 800 training.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
