Summary

Under the general supervision of the Accounts Payable and Receivable manager performs very responsible fiscal administrative work involving complex accounting and general financial analysis for a significant Enterprise fund (Transit).  Overall responsible for coordinating with divisional staff the daily processing of accounts payable within the City’s financial system maintaining financial records, verifying the accuracy of invoices and reports; performing financial tasks of high complexity and scope. 

Major Duties and Responsibilities

  • Coordinates and works closely with departmental staff and City Finance Officers to ensure accurate and timely processing of accounts payable items.
  • Analyze and manage CATS Accounts Payable Discrepancies Queue identifying issues with invoice processing
  • Creates and distributes weekly reports on divisional accounts payables to resolve issues that hinder timely processing.
  • Primary contact to assist divisional accounts payable staff in any issues involving procure-to-pay processes
  • Addresses vendor inquiries regarding accounts payable coordinating with divisions to resolve
  • Trains end-users in procure-to-pay process in City’s Enterprise Resource Planning system
  • Compiles and submits for journal entries monthly operating expense accruals
  • Responsible for year-end activities to close out fiscal year including identifying and closing of purchase orders and accrual of expenses
  • Reviews and approves division purchase card transactions validating the appropriateness of transactions
  • Assists in monitoring department performance against accounting principles and procedures ensuring full compliance with accepted accounting practice.

Knowledge, Skills & Abilities

  • Considerable knowledge of the principles and practices of governmental accounting.
  • Considerable knowledge of general methods for analyzing data generated by the various financial systems.
  • Ability to analyze financial transactions, understand Federal, State and local financial regulations.
  • Ability to analyze complex administrative/financial issues and prepare effective recommendations and solutions.
  • Ability to communicate effectively and professionally, both orally and in writing.
  • Considerable experience using spreadsheets, databases and reporting systems.

Preferred Qualification

Accounting certification preferred. 

Experience in a similar type position within the transit industry is preferred.


Minimum Qualifications

Requires BS/BA degree in business administration, accounting, public administration or related field.  Accounting certification preferred. A minimum of five (5) years of progressively responsible experience in various facets of financial management and municipal administration.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
