Summary

This position serves as the main division contact for human resources (HR) and other administrative functions to include budget, policy oversight, etc.  with the ability to provide customer service to employees around the clock addressing various administrative questions.

Major Duties and Responsibilities

Serves as main administrative support for the Charlotte Water Environmental Management Division
Communicates City, Department, and Division policies and changes to leadership and staff. Educate employees about City human resource policies, benefits, and other pertinent information. Handles confidential information; Prepare various reports  to assist manage the division and work with employees working various shifts and locations. 
Oversees the division's weekly payroll function; monitors and tracks employees leave to ensure compliance with state and federal mandated programs. 
Assist hiring managers throughout the interview and onboarding and termination process; Maintain applicant information in Job Apps and other various systems;  Manages employee personnel files, employee annual review process, employee incentive program and division's organizational chart
Prepares and monitors EMD’s budget including preparation of reports and tracking pertinent account information.  Manage travel requests, order office supplies, uniforms and schedule meetings.  
Assists in the procurement process, creating requisitions, receiving, change orders and monitoring contracts; Reconciles credit cards.
Plans and manages employee recognition and awards programs.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of database management and business software appropriate for the position. 
Knowledge of effective communications strategies. 
Knowledge of Utilities human resource management software programs, payroll system.
Knowledge employee benefit programs and human resource policies and programs
Skill in communicating, both verbally and in writing.
Skill in working with Microsoft Office programs, including MS Outlook.
Skill in establishing effective work relationships.
Ability to work with diverse work teams.

Preferred Qualification

Bachelors Degree in related field.
One (1) year of directly related work experience

Minimum Qualifications

 Associate's Degree in administration, human resource, public administration, accounting or a related field
Three (3) years directly related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
