Summary

The City of Charlotte’s Charlotte-Mecklenburg Police Department (CMPD) is seeking an Administrative Officer II to coordinate all leave and workers' compensation cases. This role will effectively coordinate all cases to include general administration, comprehensive case management and program compliance with the Family and Medical Leave Act, and all related employment laws. Performs exemplary customer service and assistance to employees and executive leadership.

Major Duties and Responsibilities

  • Subject matter expert for leaves of absence, workers’ compensation claims, and military leaves.  Facilitates and coordinates all aspects of return to work for associated leaves.      
  • Train and supervise CMPD HR Division employees on specific functions.        
  • Interprets and coordinates leave programs and policies in accordance with the applicable federal and state employment laws (FMLA, ADA, USERRA, Pregnancy Discrimination Act, Short Term Disability, etc.), and workers’ compensation laws.
  • Acts as the primary point of contact for each injured employee for the duration of their workers' compensation claim.
  • Acts as a liaison between injured employee and workers' compensation adjuster and follows up with injured employee as needed to ensure claim is progressing properly as needed.      
  • Works closely with FMLA coordinator to ensure that all relevant completed medical documentation is submitted for timely review. Maintains employee leave information in databases and performs other tasks to ensure accuracy of files related to employee leaves of absence.      
  • Produces and manages reporting metrics and analytics for all leave cases and workers' compensation cases; and presents reports as requested.        
  • Facilitate periodic reviews and revisions to CMPD leave policies/procedures to ensure compliance with federal, state, and local laws and regulations related to all Leaves of Absences and Worker’s Compensation claims.     
  • Prepare, analyze, and manage reports, metrics and analysis for all FMLA/LOA cases on a monthly/quarterly basis, and subsequently communicate trends to the Administrative Officer IV.       
  •  Collaborates and coordinates with internal and external stakeholders to ensure effective communication and accurate processing of WC claims.      
  • Assist with timely coordination of appropriate medical treatment in collaboration with carrier claim handlers and medical case managers as needed.     
  • Provide supervisory duties.      
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Strong knowledge of state and federal FMLA regulations, ADA, Worker’s Compensation, and other applicable laws.     
  • Professional and personable with the ability to exercise sound judgement when dealing with sensitive and confidential matters.    
  • Demonstrates accountability and thinks critically.     
  • Ability to function as a lead team member and work effectively with customers.      
  • Ability to prioritize effectively, think independently and problem solve to ensure all projects are completed in an effective and timely manner.

  • Knowledge of Microsoft Office software applications (Word, Excel, PowerPoint, etc.) at an intermediate level of competency. 
  • Working experience with PeopleSoft or other human capital management systems. 

ADA and Other Requirements

Positions in this class typically require:  grasping, talking, hearing, seeing and repetitive motions. 

Physical Conditions:                                                                                                                     

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks
  • Adequate vision, hearing, and speech required  

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
  • Comprehensive of written information in work related documents
  • Ability to hear, understand, and distinguish speech

Working Conditions:

Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files and phone.

Preferred Qualification

  • Associate's Degree and one-year related work experience in human resources, particularly involved in Leaves Administration.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
