Summary

This position supports the Information & Technology-Public Safety team, responsible for maintaining, implementing, and managing technology and staff.  

The Application Development Support Supervisor will manage and direct all personnel, technology and process-related aspects of specific Charlotte Police and Fire programs ranging from camera infrastructure, license plate reader systems, digital evidence, video wall, PC, Phone, and iPad support, and other hardware-related programs.  The position is responsible for managing a team of Application Administrators, Technology Support Specialists, and Network Engineers coordinating CMPD & CFD technology projects and representing Public Safety as a team leader/member on various department-wide project teams as appropriate to ensure operational goals are accomplished.  This is accomplished by assisting in the planning and design of network and application infrastructures in conjunction with other IT resources; serving as a point of contact for escalations in technical support; resolving incidents and service requests at a Tier 3 level; ensuring compliance with government regulations; and demonstrating strong troubleshooting and documentation skills.  Project Management duties include but are not limited to review of project proposals to determine goals, time frame, funding needs, and procedures for accomplishing project; development of documentation for scope, requirements and design of project; and working with assigned Project Managers to manage task assignment and completion.

Major Duties and Responsibilities

  • Supervises the work of I&T staff who support both CMPD (Police) and CFD (Fire.)  This includes prioritizing, assigning, and reviewing work as well as guiding and conducting performance evaluations of staff.  
  • Manages and prioritizes technical activities such as new software and hardware implementations, and design and uplifts of technology for officers, support staff, and the community
  • Recognizes and manages the lifecycle of technology from purchase to maintenance, to refreshes.  This includes system evaluations and recommendations.
  • Acts as Subject Matter Expert and primary contact for system users for functional and technical support of applications and technology systems.  This includes working with vendor to maintain contractual service levels and 
  • Performs program management by overseeing the development and application lifecycle for applications, hardware, and systems.  
  • Coordinates with application vendors to maintain service levels contractually agreed upon and oversee contracted work.  
  • Participates in procurement activities to include the creation of specifications, documents, reviewing proposals, and recommending solutions
  • Position is subject to callback 24/7 for operational support.
  • Acts as Liaison with other City I&T resources to mandate/coordinate system outages and work pertaining to assigned CMPD & CFD technology systems by completing the following tasks: 
  • Create and submit service requests for infrastructure related requests
  • Review and approve proposed solutions
  • Coordinate between IT staff to scope, design, implement and maintain CMPD & CFD technology solutions.  
  • Enforce IT policies and procedures related to technology systems and operational requirements.

Preferred Qualification

Genetec certified preferred for immediate access to vendor support

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Seven (7) or more years of experience in system implementations
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities necessary to perform the essential job functions.
