Summary

The Technology Services Officer (TSO) – Enterprise Applications provides management oversight, technology strategy and operational performance for enterprise applications as part of the Innovation & Technology Department.  Responsibilities include consulting with client departmental leadership to understand and achieve strategic business objectives, ensuring alignment of technology initiatives with approved strategies and standards, managing budgets, developing, and adhering to technology governance, and participating in or overseeing the procurement of application technology in accordance with city requirements.  

Major Duties and Responsibilities

  • Develop IT strategy and business plans for enterprise applications to align and support citywide and department-specific business objectives 
  • Responsible for large-scale, complex projects delivering system conversion, enhancement and upgrade deliverables involving ERP vendor SaaS solutions
  • Develop plans for applications platform evolution, upgrade and/or enhancement, operations, and maintenance
  • Identify changes and trends in application platforms, and interpret their meaning to business stakeholders
  • Drive innovation and strategic solutions by providing value propositions to business stakeholders    
  • Sponsor strategic technology projects
  • Review and approve project scope, schedule, budget, and quality metrics
  • Establish service level agreements and metrics
  • Function as business partner
  • Build business relationships with stakeholder representatives and frequently interact with business stakeholders to discuss technology services and assess customer satisfaction
  • Lead one or more application organization(s), which may include enterprise resource planning (ERP), data management, and other enterprise applications
  • Accomplish business results by aligning technical staff goals to business plan objectives
  • Manage compilation of schedule, status, and metric updates at project and team levels; report appropriately to all levels of governance including executive.
  • Manage and monitor work performance of an organization level unit, often through the oversight of multiple subordinate managers or key functions including, evaluating program/work objectives and effectiveness, establishing broad organization level goals, and realigning work and staffing assignments that span multiple departments. 
  • Responsible for division-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary
  • Perform financial management with annual budgeting and short-term/long-term forecasting.

Knowledge, Skills & Abilities

Knowledge of:
  • In-depth understanding of business strategy and ability to interact effectively with senior business managers and C-level executives     
  • Functional knowledge of project management methodologies such as PMI, Agile, Scrum, etc.
  • Knowledge of Cloud Computing and SaaS implementations 
  • Experience implementing and managing enterprise class systems
  • Excellent written and verbal communication skills and high level of personal integrity
  • Understand and interact with related disciplines through committees to ensure the consistent application of policies and standards across all technology projects, systems, and services
  • Maintain project budget and report monthly program cost status dashboards at project, Key Stakeholders, and Executive Steering Committee levels.
  • Innovative thinking and leadership with an ability to lead and motivate cross-functional, interdisciplinary teams in a One Team culture
  • Assist with the overall business technology planning, providing a current knowledge and future
  • Project management and business analysis methodologies, and service delivery
  • Principles and practices of employee supervision
  • Generally accepted public sector budget control methods, policies, and procedures
  • Principles and practices of vendor and contract management 
  • Business and departmental objectives

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field 
  • Nine (9)+ years of experience in all facets of information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration  

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
