Function

This position is responsible for reviewing plans submitted by developer engineers for public and private utility installations to ensure compliance with codes, ordinances, standards, best practices, and applicable regulatory issues.  The position will be the main point of contact on a project from when the project is submitted, to when the project is released for construction. 

Summary

Work involves reviewing water and sewer construction plans; coordinating with outside engineers and developers; answering questions regarding project schedule and impact to customers; planning water and sewer routes; hydraulics and hydrology; reviewing encroachments; maintaining records; and communicating amongst numerous agencies, engineers, inspectors, contractors, and developers. This position performs work that is technical and detailed-oriented and requires application of engineering principles.

Major Duties and Responsibilities

Responsible for the full scope of plan approval, from pre-submittal meetings to releasing for construction.
Participates in pre-submittal meetings to plan water and sewer routes and installation requirements.
Performs or requests the consultant to provide modeling, testing, planning, and engineering duties in support of project analysis and design; communicates with engineer throughout plan review process.
Reviews and verifies engineering calculations and analysis submitted by consultant engineers. Provides direction to engineering and drafting technicians participating in field duties and analysis.
Conducts technical reviews including, but not limited to, pump stations, force mains, low pressure sewers, gravity sanitary sewers, public water mains, water/sewer relocations, private water/sewer takeovers, and abandoning/relocating easements.
Works with other government agencies and municipalities for town approval and permits.
Reviews and approves multiple document types, such as: easement maps, abandonment maps, and agreements; North Carolina Department of Transportation encroachment maps; and railroad and gas main encroachments
Reviews water distribution and gravity sewer collection systems, ensuring they are designed to state specifications and Charlotte Water’s design manual.
Represents the division in review of meetings and various forums regarding planned site development; discusses issues with developers, engineering consultants, and other City/state agencies to achieve understanding and consensus on issues raised; and presents the division’s view on proposed development projects.
Makes site visits, as needed
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of fundamental engineering principles to project design or planning. 
Knowledge of hydrology and hydraulics.
Ability to develop technical reports.
Skill in communications, both orally and in writing.
Skill in applying conflict resolution techniques.
Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout.
Skill in PDF editing software, such as Bluebeam Revu
Skill in Microsoft Office products, such as Outlook, Excel, Word, etc.
Skill in various software programs (ArcGIS, Accela)

Preferred Qualification

Prefers certification as an Engineering Intern or the ability to obtain certification within one year of hire
Prefers licensures as a Professional Engineer (or equivalent credentials in field of specialty)
Prefers NASSCO PACP and MACP certification or the ability to obtain certification within one year of hire.

Minimum Qualifications

Bachelor’s degree in engineering, construction management or a related field from an accredited school
Three (3) years of related work experience, preferably experience in urban planning, civil engineering, or construction management.
Requires a valid driver’s license.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
