Function

The position will serve as the Operator in Responsible Charge (ORC) and Plant Supervisor of the Sugar Creek WWTP.  

Summary

The treatment plant supervisor manages and oversees the daily operation of the treatment plant to ensure all local, state, and federal requirements are met.  The Sugar Creek WWTP is permitted to treat 20 MGD of flow and operates with an annual operating budget of approximately $2 million dollars.

Major Duties and Responsibilities

Serve as the ORC of the Sugar Creek WWTP with the responsibility of meeting all permit requirements set by the State of North Carolina.
Work to provide compliance of plant residuals by meeting EPA 503 regulations ensuring established technical criteria for Class B biosolids are employed.
Develop, manage, and maintain an operating budget for the treatment plant.
Supervise, manage and provide directives to operational and maintenance staff to ensure optimal plant performance.  
Utilize and interpret plant process control data, plant operational trends, and data from plant instrumentation and SCADA systems to make operational and process adjustments to maintain NPDES compliance.
Assist and participate on project design and construction teams. Help to develop scopes of work for plant rehab and upgrade projects.  Work with department staff to identify plant equipment and treatment processes that should be considered for rehabilitation or replacement as a Capital Improvements Project.   
Work closely with contractors, vendors, consultants and other departmental and City staff as needed and required.
Ensure staff development and training needs occur including staff certification requirements.  

Knowledge, Skills & Abilities

Have an advanced knowledge and understanding of wastewater treatment principles and practices.
Have the capability to respond to and address plant events with 24 hour a day, seven day a week availability.
Must have a valid driver’s license, and the ability to obtain a City Drivers permit.
Must have the ability to communicate effectively both orally and in writing.
Have the ability to supervise and manage a diverse team, troubleshoot problems, identify solutions, and work on multiple tasks.

Preferred Qualification

Associates or bachelor’s degree in Biology, Chemistry, or Environmental Science

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience
OR 
Associate's Degree and five years related work experience

AND
Requires a NC Grade IV Biological Water Pollution Operator Certification.

Conditions of Employment

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
