Function
Under general supervision, technician performs a variety of technical work such as tests, repairs, rebuilds, calibrations, and administers preventative maintenance on 1 ½” up to 12” size water meters, including fire line services, valves, back flow devices, meter registers, radio transmitters, meter vault fixtures and related equipment while in the field.
Summary
Performs routine maintenance and minor repairs on equipment and tools, completes customer service requests, performs water service turn on and turn offs, responds to low pressure complaints, leak and consumption issues, and records and documents action performed at each job site. Enters the results, notes the actions and information pertaining to the work performed on each service order assigned.
Major Duties and Responsibilities
• Disassembly, repair, reassembly and test all multi-family, commercial and industrial water meters to meet AWWA and City’s Utility Department standards.
• Conduct flow and pressure tests on water meters to ensure proper operation.
• Read meter registers, validate proper functioning of the meter register and transmitter.
• Inspect and repair leaks at meter connections and in the service network infrastructure.
• Install and remove meters from service, lockout meters, valves and bypasses.
• Respond, investigate and resolve customer requests for low water pressure issues.
• Perform service request for customers; water service activation and deactivation.
• Meet with customers to inform, assist and provide solutions to water service questions.
• Document all test results, work performed, parts and supplies used, and actions for review.
• Utilize pumping equipment to properly remove water from vaults with minimal soil erosion.
• Maintain assigned vehicle in proper working condition; check oil, tire pressure, and fluid levels; reports serious malfunctions for repair. Performs daily pre-flight inspections.
• Perform routine inventory of metering equipment and parts, tools, supplies and PPE.
• Follow standard operation procedures for confined space and air testing requirements.
• Perform other duties as required.

• Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and related utility documentation.

• Knowledge of the concepts of water distribution networks and water quality standards.
• Skill in the use of diagnostics and repair of meters.
PHYSICAL DEMANDS:
The work is medium work and requires the ability to lift up to 60 pounds occasionally to move objects. Additionally, the following physical abilities are required: balancing, manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, repetitive motion, speaking, talking, visual acuity in data/color/observations/equipment/inspections, and walking.
WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Requires working, at times, in confined spaces; working overtime and on various shifts; responding to emergencies; and being on-call.
Minimum Qualifications
• Requires a High School diploma or GED.
• 3 years of related work experience in a utility setting and team focused environment.
Licenses, Certifications or Registrations:
• Requires a valid driver’s license.
• Ability to obtain AWWA Meter Technician Certification.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
