Summary
Perform technical work monitoring
contracted solid waste collection services for the City of Charlotte. Work
involves examining daily field operations and performance of service providers
responsible for cart management, disability service request verifications, and
the collecting, hauling, and disposal of curbside recyclables, multi-family
garbage, yard waste, and bulky waste from city’s contracted service areas.
Assures compliance with contract
documents to determine appropriate services levels are being met; writes
detailed inspection and investigative reports outlining any deficiencies in
service levels and appropriate corrective actions; recommends contract changes
based on observable needs, and ensures that all work is preformed in accordance
with the City’s solid waste ordinance.
Work involves considerable
contact with the public, vendors, contractors, its employees and other
government agencies. Duties are performed with considerable independence
requiring reasonable initiative and judgment in interpreting contractor
requirements and collection regulations to resolve service delivery problems in
the field with the solid waste contactor. The solid waste contract monitors act
as the liaison between the contractor and customer and works in support of the
Solid Waste Department. Work is performed under limited to general supervision
of the Administration Division Manager.
Major Duties and Responsibilities
- Monitors contract adherence to the performance of the
contract duties using various tools including routes and collections made;
prepares inspection and other reports; documents and reports deficiencies Communicates
any observed or potential private contract service problems through
scheduled or unscheduled briefings or reports to the contract
administrator.
- Verifies missing or damaged cart requests from
residents. Communicates findings
with the Contract Administration Specialist and cart contract service
provider as needed.
- Makes routine site visits to the cart manufacturer or
storage facility to inspect new carts prior to entry into inventory or
service. Reviews carts at the cart maintenance
facility deemed retire/review and makes recommendations for future use or
destruction of carts.
- Receives, responds and resolves cart tickets in the Solid
Waste Work and Asset Management system.
- Verifies and conducts field audits as required to
assure compliance with disability or backdoor service requests and
certifications made my residents and their medical professional. Communicates findings with the Disability
Administrator and conducts all necessary entries in the Solid Waste Work
and Asset Management system.
- Verifies that only City solid waste is collected,
that it is collected with approved equipment, and that it is transported
to contract designated facilities only.
Verifies that employees and equipment used to provide contracted
services are properly identified. Conducts periodic audits to determine if
contractor’s equipment is contamination free, in clean, neat order and in
good repair.
- Investigates unresolved customer complaints; records
deficiencies and notifies contract; re-checks to determine if work was
completed satisfactorily; follows up as required.
- Investigates liquidated damages (i.e., missed collections,
incomplete routes, missed areas etc.); determines facts, regarding customer
complaints; documents findings; advises contractor if follow up action is
required. Investigates alleged incorrect setouts; advises provider of
findings/decision and any action required. Investigates spills and leaks;
determines cause; resolves with contractor. Assist with on-location
problem solving of issues to private contract service delivery.
- Investigate claims from contractor regarding service
delivery problems; document findings; consult with other governmental
agencies; provides recommendations.
- Investigate contractor claims regarding route
blockage due to construction, infrastructure renovations, etc.; review
contractor’s alternate service proposal; consults with other governmental
agencies; provides approval/recommendations; suggest possible solutions to
other field problems or unusual situations.
- Observes contractor work practices to reduce
potential damage of (or disturbance to) customer’s property; investigates
reported contractor damage to customer’s property and containers; investigates
damage claims by contractor and/or customer; determines whether container
damage is the result of contractor or customer abuse.
- Determines initial number of units in the contract
area and verifies monthly increases or decreases in the unit count.
- Ensures collection containers are in good repair; provides
replacement containers and has containers repaired as necessary; verifies
container delivery to new customers. Assist with the investigation of
multiple cart/suspected fraudulent request for additional carts. Verifies
roll-out container and recycling bin inventory levels to ensure compliance
with private contract specifications.
- Identifies special collection sites; notifies
contractor; monitors contractor’s performance and hours worked for additional
hourly collection and disposal services; documents for payment.
- Observes contractor’s employees in the delivery of
service; reports improper behavior; observes contractor daily starting and
ending times; observes contractor’s adherence to the ordinance and reports
any violations. Provides random monitoring of multifamily recycling,
refuse, and bulky item collection. Verifies that all
contractors/sub-contractors that provide service under this contract have
been formally approved to perform under this contract.
- Performs related work as required.
Knowledge, Skills & Abilities
- Considerable knowledge of the methods,
practices, materials, techniques and equipment used in a variety of solid waste
collection activities.
- Considerable knowledge of solid waste and other
applicable ordinances, codes, and regulations.
- Knowledge of the City’s geography and street
network.
- Moderate computer knowledge and ability to learn
and utilize applicable computer programs.
- Ability to read and interpret contract
documents, recognizes deviations, and detects violations of the contract specifications
and code requirements.
- Ability to explain, interpret and enforce
contract specification and solid waste regulations firmly, tactfully, and
impartially.
- Ability to develop and maintain effective
working relationships with other employees, contractors’ employees, and the
general public, and city agencies.
- Ability to prepare concise oral and written
reports.
- Ability to communicate effectively.
- Ability to perform duties for an extended period
of time under unfavorable weather conditions.
- Ability to physically inspect the contents of
individual collection loads at disposal facility.
- Ability to obtain and maintain a City of Charlotte driver’s
permit.

Minimum Qualifications
High School Graduation or Equivalent and one year of relevant work experience
OR
Associate's Degree and no relevant work experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
