Summary
The Charlotte Area Transit System is seeking a
Senior Scheduler to help design efficient and convenient transit service for
the Charlotte region. The Senior Scheduler reports to the Manager of Scheduling
and is part of a dynamic and collaborative team within the Planning Division
for the Charlotte Area Transit System. This position is responsible for developing
schedules for all bus and rail service changes, as well as special events. The Senior
Scheduler designs service schedules in coordination with service planners,
operations personnel, and other key stakeholders.
Major Duties and Responsibilities
- Performs advanced level analytical
work in evaluating, planning, developing, preparing, and costing fixed route
schedules for bus and rail services
- Uses Hastus scheduling software to
define routes and trips, assign bus stops, and develop blocks, run cuts and
rosters in accordance with service standards and collective bargaining
agreement
- Develops vehicle and operator
schedules based on fleet constraints, manpower requirements, and other
operational considerations
- Facilitates the bidding process for
operators to select work assignments
- Seeks and responds to feedback from
operators, operations supervisors, and customers to inform improvements to the
schedules
- Assists with service analysis related
to on time performance, service efficiency, and passenger utilization
- Responsible for evaluating data and
making adjustments to improve efficiency of schedules; uses available
technology such as Automatic Vehicle Location (AVL) and Automatic Passenger
Counters (APCs) to monitor schedule adherence, ridership, and other service metrics
- Prepares evaluations of proposed
schedule changes, providing assessment of impacts of proposals, including
manpower projections and fleet impacts
- Coordinates, verifies, and distributes
scheduling documents and reports, and reviews draft public schedules for errors
prior to final publication
- Responsible for reporting scheduling
and operational data for the annual National Transit Database submission and
other stakeholders
- Manages staff responsible for
conducting passenger checks and verifications of ridership information
- As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
Knowledge, Skills & Abilities
- Strong critical thinking and strategic analytical skills
- General experience with transit scheduling process and concepts
- Experience utilizing Hastus or related transit scheduling
software
- Proven ability to learn and master highly sophisticated software
programs
- Excellent attention to detail and understanding of data quality
control
- Ability to establish and maintain effective working
relationships with all levels of staff, customers, and business partners
- Excellent
arithmetic and computational skills to process, calculate and convey schedule
requirements in numeric formats
- Ability to complete work assignments with minimum supervision
- Ability to communicate effectively both, written and verbal
- Sound technical and computer skills, proficiency
in Microsoft Office software, and advanced utilization of Microsoft Excel or other
analysis tools is preferred
Preferred Qualification
Transportation planning experience and knowledge of transit planning best practices preferred.
Minimum Qualifications
Four-year degree with a BA/BS in geography,
engineering, urban planning or related field or an equivalent combination of
background, experience and skills necessary to perform the essential duties of
the position. Minimum of three years experience in transit scheduling.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
