Summary

This position will report directly to the IDS Division Manager.  This position will be responsible for managing new and existing product and material specifications as well as administrator of Charlotte Water Design Standards and Specifications.   Position will support the Installation and Development Services Team with Constructability Reviews and review associated with future Developer Warranty Program.   

Major Duties and Responsibilities

Communicates with employees, contractors, customers, product representatives as necessary.
Interacts and coordinates with interoffice departments, City wide departments, and government agencies concerning new products, materials, installation methods and standards analyses.
Manage activities and supervise staff or departments involved with conducting trials and analysis of potential products and materials for compliance with existing Charlotte Water and AWWA standards.  
Review Product/Material submittals showing alterations, for approval.  
Manage activities related to the Charlotte Water Design Manual Review teams and Charlotte Water Materials and Methods team. 
Provide support for post-construction activities related to the donated projects’ process. 
Advise and assist Charlotte Water Staff with various types of witness testing in appropriate locations for adherence to Charlotte Water and AWWA Standards.  
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of Federal and State rules governing public water systems collection systems.
Skill in supervising a work group with diverse responsibilities and performance measures.
Skill in communicating, both verbally and in writing to a varied audience.
Skill in working with Microsoft Office, including Excel and word.
Skill in applying customer service methods.
Ability to demonstrate composure under tight deadlines.
Ability to read, interpret, and redline infrastructure and civil engineering plans.
Ability to apply independent judgment.
Ability to create and maintain spreadsheets, charts, and graphs.
Ability to obtain City driving authorization.   

Preferred Qualification

NC Professional Engineer Certification preferred

Minimum Qualifications

Bachelor’s degree in environmental science, biology, engineering or another related technical field.
Five (5) years of related work experience preferably with experience in water treatment and/or distribution and operations. .

Licenses, Certifications or Registrations: 
NC Professional Engineer Certification preferred
Requires a valid driver’s license with an acceptable driving record.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
