Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Summary
This position serves as the Planning Team lead for the Strategic Planning and Operations Division of Storm Water Services. This position will lead the prioritization of major and minor projects and the development of strategic plans and 5-year capital improvement programs.
Major Duties and Responsibilities
• Manages, supervises, and mentors the Planning Team
• Assists in the implementation of the Storm Water Services Strategic Plan Strategic Framework
• Lead the strategic planning efforts to identify and prioritize infrastructure investments, restore system functionality, and reduce risks
• Identify project scope, perform conceptual planning, strategically combine projects, and assign pending major and minor projects
• Represent Storm Water Services for the City’s Capital Needs Assessment efforts
• Review and analyze data and prepare reports, maps, and presentation information for the Storm Water Management team to use for budget, annual reporting, and Council preparations
• Provide coaching, mentoring, guidance, and technical instruction to staff regarding processes, storm water design and construction and technical policy issues
• Develop and implement activities to improve the team’s processes, work practices, and performance
• Provide input and technical expertise to develop and implement policies and standards of practice regarding applicable engineering principles and practices for the City
• Support strategic initiatives
• Coordinate and build relationships within City, County and State departments
• Serve as a leader and point of contact for the Strategic Planning and Operations Division
• Perform other duties as assigned
Knowledge, Skills & Abilities
• High level of interpersonal, technical, collaboration, and leadership skills
• Supervisory and management skills
• Experience with, or the ability to learn, Cityworks asset management software
• Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout
• Experience with hydrologic and hydraulic modeling software commonly used in analysis and design of urban storm water drainage systems
• Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals
• Demonstrated leadership skills and the ability to apply conflict resolution techniques
• Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations
• Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public
• Excellent verbal and written communication skills with the ability to relate well with a wide variety of individuals
• Ability to plan, prioritize and organize work and complete assignments with minimal supervision
• Proficient computer skills including experience with Microsoft Office Products and ArcMap
• A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit
Preferred Qualification
• Professional Engineer license
• Knowledge and experience in storm water management, planning, design, and construction of storm water facilities, problem solving, management, and supervision
Minimum Qualifications
• Bachelor’s degree in Engineering and five (5) years of relevant work experience
Salary
• $78,769 to $98,461 Commensurate with Experience
