Summary
The Division Training Specialist provides assistance to the Charlotte-Mecklenburg Police Department Academy Training Division Staff with developing asynchronous and synchronous online learning using a variety of e-learning development software and developing interactive and engaging virtual and face-to-face training based on curriculum guidelines. The Division Training Specialist provides Administrative Support to recruit training, in-service, and range staff.
Major Duties and Responsibilities
• Assists in the implementation of training and development programs based upon needs revealed by audits, opinion surveys, studies of errors, job analysis, and legislative requirements.
• Participate in professional development opportunities (selected or assigned) in order to enhance and apply knowledge/skills within the discipline, to effectively utilize required course technology.
• Work with Subject Matter Experts and Audio / Visual staff to produce videos, video and script editing, voice overs, and design eLearning utilizing Articulate 360 instructional design software.
• Liaison with State to assist Sworn employees with obtaining their Advance Law Enforcement Certificate.
• Assist in the development of training procedure manuals, guides, and course materials that are aligned with the North Carolina Basic Law Enforcement Program; and graduation administrative tasks to include graduation certificates, oath of office, etc.
• Presents training and development programs using various forms and formats including group discussion, lecture, simulations, and videos; to include lead for CMPD’s Citizen Academy Program.
• Assesses training materials prepared by instructors and provide technical support where needed. Evaluates program effectiveness through assessments, surveys, and feedback.
• Maintains knowledge of the latest trends in training and development in law enforcement.
• Prepares and implements training budget; maintains records and reports of expenses for the Basic Law Enforcement Training Academy.
• Maintains records of training and development activities, attendance, results of tests and assessments, instructor certifications and retraining requirements.
• Coordinate room reservations and assist with administration of Recruit testing software and MySuccess department learning management system.
• Serves as an curriculum/academic coach for trainees in preparation for upcoming testing and exams.
• Back-up trainer for the Citizens Academy training sessions in a variety of formats that may include in-person, virtual, and/or webinar.
• Performs other related duties as required.
Knowledge, Skills & Abilities
Knowledge of:
• Excellent and proven written, oral, interpersonal communication, organizational, analytical, and follow-through skills
• Storyboard creation and video and audio editing experience.
• Ability to work on several projects simultaneously both independently and with groups.
• Strong organizational, time management, prioritization, conceptual, and planning skills.
• Ability to work in a high-volume, high-demand, highly collaborative, and team-oriented office.
• Must be organized, creative, enterprising, persuasive, and tactful.
• Demonstrate flexibility and the ability to perform well under stress.

• Experience with photography and videography creation and development.
• Two (2) years of instructional design, electronic media design, or related work experience
• Two (2) years of experience using eLearning application tools such as Articulate Storyline, Adobe eLearning Suite, Captivate. Articulate preferred.
• Two (2) years of experience using national standard for web development and online learning (SCORM/AICC) or other evolving eLearning standards.
• Knowledge of 508 compliance a plus
• Knowledge of Munis is a plus, but not required.

• Operation of computer, printer, audiovisual equipment, and scanner including commonly used software (e.g. Microsoft Word, Chrome, PowerPoint, Microsoft Outlook).

Physical Requirements
• Remaining in a stationary position, often sitting or standing for prolonged periods.
• Occasional movement throughout the workday daily to interact with staff and accomplish task.
• Communicating both verbally and written in order to exchange information.
• Repeating motions of holding, grasping, turning, that may include the wrist, hands, and/or fingers.
• Light work that may include moving objects up to 10 pounds.
• Work primarily in office environment.
• Ability to operate office equipment, such as computer, copier, fax machine, and phone.
Sensory Requirements
• Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data.
• Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
• Comprehensive of written information in work related documents.
• Ability to hear, understand, and distinguish speech.
Working Conditions
Work is routinely performed in an indoor, office environment. Maybe required to be on call and/or work outside of normal business hours.
Preferred Qualification
• Bachelor’s degree in instructional design, public safety, technology or related field of study with five (5) years of experience. Two years of experience with curriculum development or e-learning.
Licensing/Certifications
• Must possess or be able to obtain a valid Class “C” North Carolina driver’s license
Minimum Qualifications
Bachelor’s degree with three (3) years of experience.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
