Summary
The Innovation & Data’s Data Analytics Manager is responsible for managing a diverse team of data analysts and GIS specialists who provide data management and analytics services to departments, and support citywide analytics projects to improve services, inform decisions, and promote community engagement.
The Data Analytics Manager will also work closely with partner organizations/institutions including county and state, regional research institutions, the business community and nonprofits, and the local civic tech community.
Major Duties and Responsibilities
• Manage day-to-day tasks & priorities of the organization’s cross-functional Data Analytics team
• Coach & supervise personnel, conduct performance reviews for staff
• Coordinate across city departments to facilitate data sharing & data integration for citywide solutions
• Proactively establishes & maintain relationships to ensure effective collaboration among various internal & external stakeholders
• Promote the City’s use of shared data and work to strengthen the internal data community. Cooperate with and offer guidance to community and non-profit partners on projects between various organizations.
• Apply a broad range of analytical techniques and approaches to support collaborative problem-solving across the organization – e.g., data visualization, statistical analysis, business process modelling, program evaluation, behavioral science
• Oversee continued development of the Charlotte-Mecklenburg Quality of Life Explorer (QOL), facilitate its data use in coordination with the City’s other external data & engagement tools:
o Charlotte Explorer
o Open Data portal
• Identify, plan, coordinate, and execute citywide special projects that combine data and processes into insights that improve decision-making ability.
• Provide as-needed data analysis in support of special projects and present outcomes and insights through written reports and visual representations (eg: dashboard, webmap).
• Develop & deliver training to city staff on a variety of data topics as part of OpEx Academy (City’s peer-led training platform)
• Lead the Data Co-Lab (City’s cross-departmental Data community) Team
Knowledge, Skills & Abilities
• Ability to identify common goals across diverse departmental business needs and influence collaborative problem-solving efforts
• Managing multiple & concurrent initiatives and shifting priorities
• Strong self- and team- leadership as well as teammate development abilities
• Demonstrated ability to integrate / clean / analyze / interpret data from disparate data sets
• Proficiency with software programs that aid in data access & preparation / statistical analysis / graphical presentation of data (eg: Tableau, SSRS, Excel)
• Excellent attention to detail
• Strong organizational, analytical, project management and project/product documentation skills
Preferred Qualification
Master’s degree with three (3) years of relevant work experience
Minimum Qualifications
Bachelor’s degree with five (5) years of relevant work experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.
Salary
$91,185 - $109,620 Commensurate with Experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
