Summary

CDOT is recruiting an experienced transportation engineer and manager who can lead the broad work of the Implementation Section of the Engineering and Operations Division.  This is a unique and exciting opportunity to support Charlotte’s fast-paced growth.  

The Implementation Section Manager is a prominent position that leads a diverse staff of 15+ professionals involved in the design, review, maintenance, and inspection of public and private projects. This position reports to CDOT’s Engineering and Operations Division Manager and serves as a member of the Division’s leadership team.

This position frequently represents CDOT on multi-departmental teams and regularly collaborates with other city departments to implement Charlotte’s multimodal vision for vehicles, transit, pedestrians, and cyclists.

The Implementation Section Manager requires a high level of independent judgment, initiative, and the ability to exercise great organizational and communication skills.  Strong candidates will be leaders who bring out the best in their team and work well in a collaborative environment.  

Major Duties and Responsibilities

Leadership, Communication, & Collaboration
Proactively identifies and tracks critical projects, budgets, and issues, regularly communicating to the Division Manager topics that require input or direction from Department Leadership.
Build and maintain partnerships with NCDOT, as the transportation network in Charlotte is a blended system of City and State assets.
Model excellent customer service, ensuring that all internal and external customers are treated promptly and professionally.
Work closely with CDOT’s Development Service Division on land development project scope and schedules to align with permitting timeframes.

Staff Management and Development
Build and foster a professional environment that reflects a high value on customer service, collaboration, preparation, work quality, and appropriate professional behavior.
Mentor and supervise staff, identifying and targeting areas of growth and development and empowering staff to manage their work and make decisions at the lowest level possible.
Recruit and hire skilled and motivated professionals to create and sustain a working environment that supports staff retention, professional growth, and development.
Advise staff on temporary traffic control and detour routing for more complex capital projects that will impact the normal flow of vehicular, pedestrian, and bicycle traffic during construction.
Advise staff on the coordination of traffic impacts of railroad construction and maintenance where it intersects the street network.

Traffic Control Devices Installation and Maintenance
Serve as the CDOT subject matter expert on current standards and practices for temporary traffic control, pavement markings, and MUTCD signage.
Maintain, and update as needed, CDOT’s Work Area Traffic Control Handbook (WATCH), ensuring compliance with the latest version of the MUTCD. 
Prepare and/or review new and reconfigured traffic signal designs for public and/or private projects.
Seal signal designs and/or as-built plans as needed.
Maintain official records of traffic signal record plans, ensuring that up-to-date and accurate information is on file for the City’s signal system.
Work closely with Operations staff on the installation, maintenance, and modification of elements of the City’s traffic management system.
Manage contractors that construct and maintain traffic control devices on behalf of CDOT.

Bridge Maintenance Program
Oversee a program responsible for the maintenance of 200+ bridges on the city street network, a program with current capital funding levels of $4M every other year.
Manage consultants and contractors involved in the assessment and repair of city bridge assets.
Recommend bridges for replacement based on results of routine assessments as funding levels allow.

Emergency Operations, Special Events and Other Duties
Represent CDOT in Charlotte-Mecklenburg Emergency Management Hazard Mitigation Planning exercises.
Staff Emergency Operations Center as needed.
Assist in assessment of roadways and bridges in response to emergency conditions.
Advise other Divisions and Departments as needed for long term traffic control in response to failures and/or emergencies.
Work special events in Traffic Management Center on a rotating basis with other Division staff.
Manage special projects as requested by CDOT leadership.

Knowledge, Skills & Abilities

  • Ability to communicate effectively with diverse audiences. Act as a public advocate while enforcing good traffic/transportation engineering standards for access, safety, design, construction, and improved traffic operations.  
  • Requires strong interpersonal skills in communication, leadership, decision-making and innovation.
  • Knowledge of principles and practices of transportation engineering.
  • Knowledge of the principles and problems involved in planning, managing employees and resources and financing traffic/transportation engineering programs and projects.
  • Knowledge of intergovernmental laws and procedures relating to traffic/transportation engineering.
  • Knowledge of municipal government administration and the subsequent role of traffic/transportation engineering.
  • Ability to use engineering, asset management, and financial software packages such as AutoCAD or Microstation, Microsoft Office Suite, Cityworks, and Munis.
  • Ability to plan, direct and manage the preparation of the designs, estimates, and specifications.
  • Ability to relate engineering principles to land use and city planning principles.
  • Ability to make recommendations to address traffic/transportation engineering problems.
  • Ability to exhibit and model good customer service skills. 
  • Ability to facilitate and provide leadership for staff, committees, and citizen groups.
  • Ability to communicate with tact, active listening, respect, and calmness.
  • Ability to act as a visionary leader, build consensus, empower employees, be flexible and manage conflict as well as meet deadlines.  
  • Ability to establish and maintain effective working relationships by being proactive and diplomatic with other city employees, outside agencies and the public, both verbally and in writing.

Sensory Requirements (with or without accommodations):

  • Normal hearing or hearing correctable with hearing aid.
  • Vision necessary to maintain valid NC Driver's license.
  • Insight to prepare and analyze data.
  • Effective communication both verbally and in writing.

Physical Requirements (with or without accommodations):

  • Job is primarily sedentary in nature with sitting up to 8+ hours a day.
  • Job may require occasional field time and site visits.
  • Ability to maintain valid NC Driver's license.
  • Operate computer.
  • Prepare presentations and facilitate group meetings.

Preferred Qualification

  • Registration as a Professional Engineer in North Carolina 
  • Seven (7) years (minimum) experience in transportation engineering, administration, customer service, and managing project teams.
  • Three (3) years (minimum) supervisory-direct report experience

Minimum Qualifications

  • Graduation from a four-year college or university with a Bachelor's Level Degree in Civil Engineering with an emphasis in transportation engineering or planning and five (5) years relevant experience.
  • Master’s level degree in Engineering or related field and three (3) years relevant experience.
  • An equivalent combination of education  and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

  • $86,842.59 - $108,553.00 / Year; Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
