Summary

This is a senior level position in transportation engineering and project management that reports to senior staff, which may include the Design Section Manager.

This position is responsible for managing the planning, design and implementation of complex Capital Improvement Program (CIP) Transportation projects, representing the Department of Transportation on interdepartmental teams for other CIP projects, collaborating with the NCDOT on City and State projects, applying and sharing of technical design expertise, and mentoring other engineering staff within the Design Section. This position will serve as the primary Design Section representative responsible for providing advance level administrative support to a variety of capital investment programs. The work includes project planning and design, public participation, project scheduling and budget management, technical reviews for project design and transportation analysis, and reporting on project status. This position also provides advanced technical support for various other intra-department functions and initiatives including the implementation of the Transportation Action Plan, the Urban Street Design Guidelines, and participation in ongoing committees or planning and design processes. The position also requires excellent communication, customer service, and leadership skills

Major Duties and Responsibilities

  1. Manages budget, schedule, and design of complex projects sponsored by CDOT. 
  2. Serves as the Design Section’s primary contact, providing administrative support to a variety of CDOT or City programs. 
  3. Participates on teams that plan and design other transportation-related infrastructure projects. 
  4.  Coordinates all CDOT participation in CIP projects for multi-modal accessibility, traffic signal designs, safety reviews, traffic control design, right-of-way management, and land development issues. 
  5. Leads inter-departmental teams in the application of the Urban Street Design Guidelines for project planning and design. 
  6. Participates on interdepartmental teams that develop plans and projects advancing the Transportation Action Plan (TAP) and the Centers and Corridors Plan. 
  7. Helps identify and evaluate new potential project. 
  8. Reviews neighborhood improvement, storm water, streetscape and other construction plans in public rights-of-way that involve transportation issues. 
  9. Provides advanced technical engineering support and input on a wide variety of projects, ensuring compliance with state, local, and/or federal engineering practices and requirements. 
  10. Works to implement new or innovative design concepts and standards that better address the needs of vehicles, pedestrians, bicycles, and transit users. 
  11. Works with the Public Service Division to provide engineering support to respond to questions from citizens. 
  12.  Leads and/or assist in managing programs lead by the Design Section. 
  13. Provides mentoring to other engineering staff within the Section. 
  14.  Performs related duties as required.

Knowledge, Skills & Abilities

  • Ability to manage the details of projects that are complex both in funding and engineering.
  • Knowledge of the principles and practices of civil and transportation engineering and design, traffic flow and congestion, and safety analysis methods. 
  • Ability to communicate effectively with diverse audiences.  Act as public advocate while also ensuring good transportation engineering practices.
  • Ability to negotiate, build consensus, establish and maintain strong working relationships with a variety of groups to include City staff, consultants, outside agencies such as the NCDOT, and the public.
  • Understanding of Urban Street Design Guidelines and the Transportation Action Plan.
  • Ability to adapt both local and state analysis and design criteria to a variety of geometric and traffic control improvement plans. 
  • Ability to represent the City/CDOT at public meetings, with professional associations and with the media. 
  • Ability to mentor the work of others.
  • Knowledge of principles and practices of traffic engineering and some land use planning.
  • Knowledge of intergovernmental laws and procedures relating to traffic engineering. 
  • Ability to exhibit good customer service skills. 
  • Ability to communicate strong interpersonal skills such as tact, active listening, respect and calmness. 
  • Ability to research latest or best practices related to the design and application of traffic engineering components and principles, and other street/roadway features.
  • Ability to facilitate meetings and provide leadership for staff, committees and citizen groups. 

Preferred Qualification

  • Experience with project management, roadway design, cost estimating, construction, hydraulic/drainage design, and traffic analyses are preferred. 

Minimum Qualifications

  • Bachelor's Level Degree in Civil Engineering or transportation engineering field and five (5) years relevant experience.
  • Licensure as a Professional Engineer in North Carolina
  • An equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

  • $78,769.00 - $98,461.00 / Year; Commensurate with experience

Conditions of Employment
