Introduction

The City of Charlotte is experiencing unprecedented growth and development that has produced economic success and new opportunities as well as unique challenges. While this growth is welcomed, housing costs have significantly increased creating the need to increase the supply of new affordable housing, preserve the existing supply of high-quality affordable housing, and help Charlotte residents remain in place.

Summary

The Assistant Director for Affordable Housing is an essential role in the leadership of the Housing & Neighborhood Services Department. This role has oversight of the City’s affordable housing programs, policies, and services, including the Housing Trust Fund, homeownership, rehabilitation, and annual allocations from the U.S. Department of Housing and Urban Development. Under the direction of the Housing & Neighborhood Services Director, this role is responsible for planning, organizing, directing, and supervising the work of affordable housing programs and approximately 25 Housing Services division staff.

Major Duties and Responsibilities

  • Manage all aspects of the Housing Services Division including project and program planning, grant applications, environmental review, public relations, policy and program development, implementation and oversight, record keeping, and preparation of required reports and presentations.
  • Research, interpret and analyze the impacts of complex legislation, regulations, ordinances, contracts and financial documents.
  • Independently perform professional level housing development work, including preparing details and accurate reports and policy documents, presentations, and financial analyses.
  • Design, write and implement new programs, policies and procedures that will assist in further expanding the support of affordable housing. 
  • Plan, organize and coordinate professional and citizen advisory committee meetings. 
  • Develop and administer program budgets 
  • Establish and maintain effective relationships with housing developers, homeless services agencies, public service groups, the general public, and fellow employees. 
  • Conduct and summarize peer city best practices as related to affordable housing. 
  • Establish and analyze financial models that will contribute to the development of affordable and workforce housing
  • Evaluate rezoning petitions and make recommendations for affordable housing opportunities.
  • Ensure that policies and plans align and support the priority for increasing the supply of affordable and workforce housing throughout the City.
  • Prepare, negotiate, and administer public serve contracts with housing developers, non-profit organizations, and others.
  • Act as a liaison with the U.S. Department of Housing and Urban Development, other governmental entities, community partners, etc.

Knowledge, Skills & Abilities

Knowledge of:

  • Current housing market, including multi-family, single-family, for-sale and for-rent units. 
  • Affordable housing ownerships structures and partnerships, including innovative public-private-non-profit structures. 
  • Understanding of existing affordable housing programs, especially the Low-Income Housing Tax Credit (LIHTC) program. 
  • Multi-family operations. 
  • Marketing concepts and practices related to housing programs. 
  • Principles and practices of contract administration, including the development of contractual agreements, regulatory agreements, grant agreements, financing commitment letters, deeds of trust, promissory notes, and deed restrictions. 
  • Principles and practices of public administration including budgeting, contract administration, and fiscal management. 
  • Principles and practices of supervision. 
  • State and Federal regulations as they relate to affordable housing such as Low-Income Housing Tax Credits, Housing Bonds, Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grant, Housing Opportunities for Persons with AIDS, and others, including associated procedures, requirements, and guidelines. 
  • Government procurement including Request for Qualifications and Proposals. 
  • Principles and practices of homeless and special needs program development and operation. 
  • Anti-displacement best practices. 
  • Local laws, regulations and policies pertaining to affordable housing, land use controls and development. 
  • Lending practices and housing development financing services, including knowledge of real estate and affordable housing loan underwriting, both single-family and multi-family for-sale and for-rent developments, debt structuring and equity financing, and relevant procedures and practices. 
  • Mortgage financing packages for single and multi-family housing new construction and rehabilitation projects. 
  • Construction practices including inspections, loan draw-downs, and the role of local and state building codes.
Ability to:

  • Plan, organize and develop policies, programs, and projects. 
  • Train, supervise and develop staff. 
  • Communicate effectively in oral and written form to individuals and groups representing various organizational and socio-economic levels. 
  • Develop, implement, monitor, and oversee department policies, programs, goals and objectives. 
  • Research complex issues as they relate to affordable housing programs and issues, goals or objectives. 
  • Set priorities and handle multiple projects simultaneously. 
  • Meet with potential affordable housing developers and explain the City’s affordable housing programs and opportunities. 
  • Anticipate questions in response to division reports, projects, and presentations, and proactively write reports, develop presentations with these in mind. 
  • Consistently produce reports, summaries, requests for City Council actions, presentations, and other materials in such a way that demonstrates breadth of understanding of the subject matter and applies consistency across each iteration. 
  • Engage and work with diverse City divisions and departments to leverage expertise for problem solving that improves resident housing and quality of life. 
  • Oversee and manage any work being undertaken by consultants on behalf of the department. 
  • Prepare, negotiate, and administer public serve contracts with housing developers, non-profit organizations, and others.

Preferred Qualification

Master’s degree preferred, in an analytical or real estate development related field (e.g., engineering, architecture, urban planning, construction, finance, law). Applicant should be able to show academic studies or experience nexus to housing development. 

  • Five or more years additional professional experience directing the activities of subordinate staff, program budgeting, and management of housing and/or community development activities. 
  • Demonstrated ability to lead complex public/private development partnerships. Experience with non-profit or local municipality relationships. 
  • Verifiable record of success as a project leader, having worked on several affordable housing development projects

Minimum Qualifications

Bachelor’s degree from an accredited college or university required 

  • Seven plus years’ increasingly responsible professional experience in affordable/mixed income housing development along with 
  • A minimum of two years of supervisory experience a lead or administrator capacity 
  • Three plus years’ experience in affordable/mixed income housing development
