The mission of the Charlotte-Mecklenburg Emergency Management Office is to provide a comprehensive and integrated program that focuses on an all-hazard’s approach to emergency management for Charlotte and Mecklenburg County, North Carolina. The Charlotte-Mecklenburg Emergency Management Office provides the coordination, support, training and education necessary to protect the county by integrating all activities necessary to prevent, prepare, mitigate, respond to, and recover from natural and man-made disasters.

 

Summary

Emergency Management Planner - Urban Area Security Initiative (UASI) - 20 hours maximum per week
The Charlotte-Mecklenburg Emergency Management Office (CMEMO), serving as the administrator of the Charlotte Urban Area Security Initiative (UASI) grant, is seeking a qualified candidate to fill the role of part-time Emergency Management Planner with a focus on the Urban Area Security Initiative (UASI) grant and associated activities. This position is responsible for regional and local homeland security planning activities conducted under the umbrella of the UASI program, and will develop and implement programs and procedures that support the goals and objectives of the Charlotte Urban Area Working Group (C-UAWG). 

Major Duties and Responsibilities

  · Facilitate C-UAWG meetings and communication including but not limited to quarterly meetings, Threat and Hazard                      Identification Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Report (SPR) workshops, and the                UASI project submission process with representatives from each of the ten (10) Charlotte UASI counties. 

· Manage the development of the UASI grant investments on an annual basis.

· Assist with coordinating the annual completion of the C-UAWG THIRA/SPR process as mandated by FEMA and homeland security grant guidance.

· Ensure that adequate records of program activities and policy decisions are kept in accordance with program guidance and appliable statutes.

· Provide guidance and recommendations to ensure that UASI program activity and project development supports the goals and objectives of the UASI programs.

· Coordinate the development of other regional plans as requested.

· Annually evaluate program accomplishments and report them to the C-UAWG, as well as state and federal officials and other stakeholders.

 In addition to those tasks, the UASI Program Coordinator may be asked to undertake additional tasks that support the tasks listed above as well as the goals and objectives of the C-UAWG. 


Preferred Qualification

·        Completion of an emergency management professional development program or designation, such as Certified Emergency Manager (CEM) designation offered by the International Association of Emergency Managers (IAEM), a master’s in public administration (MPA), or other relevant degree/designation.

· Familiarity with the Charlotte-Mecklenburg area and the UASI counties.

Minimum Qualifications

· Bachelor’s Degree that directly supports the requested tasks;

· Minimum of 3 years of Emergency Management experience;

· Experience developing strategic plans and/or risk, threat, and vulnerability assessments;

· Experience developing Emergency Operations Plans, Training and Exercise Plans, and operational response plans;

· Experience managing the implementation of multiple, overlapping projects;

· Experience keeping accurate program records;

· Able to work 20 hours per week in-person in the CMEMO office;

· Willing to travel regionally within the ten (10) UASI counties, as needed

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
