Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Office of Equity, Mobility, and Immigrant Integration, which advances upward mobility, immigrant services, diversity, equity and inclusion, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte, and CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Summary
HNS’s Community Engagement Division is a dynamic and recognized leader in uplifting residents and youth to engage and achieve proactive community enhancement through our model of inform, include, plan, support and celebrate community efforts. The Strategic Operations Manager will provide comprehensive project management, day-to-day logistics, complex problem solving and strategic support for ongoing and special projects and priority initiatives within or across service areas, including leadership of Community Engagement’s Service Area Teams, within Housing & Neighborhood Services.
Community Engagement Service Area Teams work directly with residents, neighborhood and business associations, civic groups, community-based organizations, City, County and partner agencies and others to assist with organization and capacity building, project implementation, area revitalization and quality of life initiatives.
The Strategic Operations Manager will champion the capabilities of and provide oversight for professional Service Area Team Staff and will assist the Community Engagement Division Manager in delivering efficient and effective operations. This position is accountable and reports directly to the Community Engagement Division Manager.
Major Duties and Responsibilities
- Assess needs, priorities, and capabilities, identify opportunities, and align resources to ensure a strong and effective community engagement approach to improve the quality of life in Charlotte neighborhoods.
- Conduct frequent need assessments, research, and gap analysis to inform program enhancements, new programs, and internal and external training and resource opportunities to address emerging trends, knowledge gaps and reoccurring community issues.
- Develop and maintain partnerships with neighborhood and community groups, residents, businesses, government and community agencies as needed to enhance community building and implement problem solving and other strategies.
- Represent the Community Engagement Division’s strategic capabilities citywide including community-based program administration, facilitation, outreach and engagement for both internal and external initiatives
- Oversee & supervise Service Area Team Staff, including:
- Coordinate development of best practice communications, effective outreach strategies and community engagement plans, work strategically with staff and relevant communities as needed to ensure consistent and strategic delivery, alignment and accountability across service areas.
- Enhance and maintain success metrics and other complex reporting via presentations, verbal and written correspondence, and maintenance of project management system data to fortify workplan development, communicate challenges and opportunities and articulate measurable outcomes.
- Assess staff capacity and facilitate equitable resource and talent delivery including subject matter and geographic expertise to ensure exceptional internal and external customer service, maximum productivity, goal achievement, deadline adherence and healthy work-life balance.
- Coordinate response to Constituent Services requests to achieve successful resolution and/or connection to resources within the division’s capabilities.
- Support ongoing contact and relationship management via Neighborhood Organization Contact List (NOCL) accuracy.
- Assign, train, direct, schedule and monitor staff duties, evaluate staff performance.
- Inform and coordinate maintenance of the City of Charlotte’s Community Engagement Toolkit.
- Represents the City, serves as liaison between the community, elected and appointed officials, influencers and municipal departments
- Serves on collaborative boards, formal and informal committees to leverage opportunities, reduce or remove barriers and enhance City policies.
- Acts in the Division Manager’s absence by attending meetings, making decisions, and providing department leadership when directed.
- Works with H&NS Communications & Marketing to support program promotion, storytelling and grassroots communication strategies.
- Provide Community Engagement leadership support, insight and recommendations to enhance key programs, initiatives and activities as needed or directed. These may include, but are not limited to:
- Beautification Programs
- Community Grant Programs
- Community Relations
- Contract Monitoring
- Crime Reduction/Violence Interruption
- Diversity and Inclusion
- Economic Development Initiatives, including Corridors of Opportunity
- Educational Outreach
- Housing and Anti-displacement Strategies
- Placemaking
- Youth Opportunities
- Attends evening and weekend meetings as needed or assigned.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- Motivated self-starter with experience in management, strategic leadership development, team building and driving the implementation of projects, programs and initiatives
- Superior communication, influencing and interpersonal skills, including a proven ability to work as part of a team, and independently with limited supervision.
- Advanced knowledge of community engagement issues and practices and an understanding of their implications for the development, implementation, and success of community engagement plans.
- Proven ability to work cooperatively and constructively within local communities, including operational hands-on capacity in community-based settings.
- Outstanding organizational, time and project management skills, including the ability to plan, implement and execute new initiatives with the demonstrated ability to think creatively in order to innovate
- Proven cross-cultural awareness
- Ability to scan the environment, anticipate changes and develop alternative solutions
- Effective facilitation and negotiation skills
- Proficient in Microsoft Office, Microsoft Teams, Zoom and Adobe Creative Suite
Preferred Qualification
- Bachelor’s degree in public administration, business administration, urban planning, social work or a related field
- Master’s degree is preferred but can be supplemented by graduate level coursework and previous related work experience
Minimum Qualifications
Bachelor's degree with five years relevant work experience, or a Master's degree with three years relevant work experience
Salary
Starting salary between $$82,707 and $93,044, based on experience.
