Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manages hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary
This position is part of the Storm Water Services Strategic Planning team and is primarily responsible for analytical and planning support for capital investment and asset management.
Major Duties and Responsibilities
- Support the planning, design, and implementation of operations & maintenance optimization and capital renewal strategies for storm water infrastructure
- Analyze asset condition and capacity information and support the risk prioritization of drainage improvement projects
- Coordinate with other Storm Water Services teams to compile asset engineering condition and capacity information from completed projects and inspections
- Assist with dashboard reporting and QA/QC
- Assist with optimizing asset management strategies, such as developing and implementing decision tree tools for work processes
- Develop workflows and requirement standards
- Identify critical storm water assets and determine inspection needs and frequencies
- Assist with asset inspections – CCTV pipe video, pole camera, or confined space entry
- Advocate for quality assurance measures and perform quality control reviews
Knowledge, Skills & Abilities
- Ability to apply planning principles and processes to identify, evaluate, and recommend asset management needs and investments
- Creative, conceptual, and analytical thinker
- Strong written and verbal communication skills
- Proficiency with ESRI ArcGIS – familiarity with python, visual basic, or SQL preferred
- Proficiency with Microsoft Office Suite
- Familiarity with business intelligence platforms (Tableau, Power BI, or similar)
- Familiarity with Cityworks or similar CMMS (computerized maintenance management system)
- A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit
Preferred Qualification
- Experience with municipal storm drainage, public utilities, or public infrastructure
- Familiarity with python, visual basic, or SQL
Minimum Qualifications
Bachelor’s degree and one (1) year of relevant experience or Master’s degree or equivalent combination of education, experience and skills to perform the essential functions of the position.
Conditions of Employment
