Summary
The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.
This position will be responsible for leading large scale IT projects for the Charlotte Douglas International Airport. The Project Manager will provide direction to internal and external non-technical/technical stakeholders. The position will lead and guide projects utilizing EPMO best practices and governing framework. The Project Manager is accountable and responsible for ensuring that project results contribute positive business value and meets agreed upon scope, cost, schedule, and objectives.
Major Duties and Responsibilities
• Responsible for leading Projects from inception to completion within the documented & approved Scope / Budget / Schedule / Quality
• Ensure all project artifacts are documented in Microsoft SharePoint Server & updated with version control
• Create & manage detailed project plan & schedule in Microsoft Project Server
• Work with business managers to gather functional and technical requirements
• Facilitate system/solution designs that meet Cyber Security standards and City technology standards
• Baseline project schedule / budget / report changes above or below baseline
• Oversee creation & execution of test plans for upgrades / future project implementations
• Follow documented change control procedures & processes
• Proactively identify & manage risks
• Ensure all EPMO / Project & Department reports are updated timely
• Ensure project metadata & KPI’s are updated through lifecycle of project
• Oversee exceptions & unresolved issues / monitor progress by designated issue owners
• Interact with internal departments with timely & accurate resolution to IT question / project objectives
• Evaluate project impact in relation to training / other requirements / needs
• Follow City of Charlotte Enterprise business & PMO processes from project inception to closure
• Professionally manage & maintain positive relationships with Project Stakeholders
• Control the flow of project related information
• Ensuring the final IT project outcome achieves originally defined objectives in the Project Charter

Preferred Qualification
• Master’s degree with one (1) year of relevant work experience
• Experience working in PMO Environment
• Experience managing multiple projects concurrently & diverse types of technology projects
• Experience working with MS Project in Microsoft Project Server environment
• Experience using MS SharePoint to manage project artifacts
• Experience using MSOffice / Project Web Access online / Microsoft Visio
• Experience within government environment
• Experience using Waterfall/Scrum Methodologies to manage projects
• Experience with Agile processes / concepts / tools
• IT knowledge of backend server products & network infrastructures
Minimum Qualifications
• Bachelor’s degree with three (3) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
• PMP certified or actively working to obtain PMP Certification
• Five years of project management experience
• Five years of experience managing large scale IT Projects
Salary
$86,843 - $108,552 Commensurate with Experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
