Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

This position is responsible for a combination of server administration and GIS application development. This role focuses on database management specific to ESRI's ArcGIS Server and SQL Server. The GIS Admin Team is responsible for enterprise GIS database strategies, city-wide GIS applications, performance monitoring, availability, security, improving database performance and capacity, and planning for future expansion requirements. 

This position reports to the Data Program Manager and works on a diverse team that administers the City’s shared data infrastructure (including GIS System administration, Data Warehouse administration, Report Server, and Tableau Enterprise), and shared data applications (including Data Hub, Charlotte Explorer, Quality of Life Explorer, and Open Data Portal). The GIS System Administrator/GIS Developer plays an integral role in ensuring that the City and community have access to relevant, usable, high-quality data, and the tools to put it to work.

Major Duties and Responsibilities

Maintains enterprise related GIS databases, GIS applications, and servers for broad use in the City of Charlotte’s Shared Data Program.
Manages Portal, ArcGIS Online, and enterprise geodatabase security and user accounts.
Monitors and maintains ArcGIS Server performance.
Develops code and software methodologies to automate complex GIS procedures to increase efficiencies and the overall effectiveness of the GIS program.
Manages the City of Charlotte’s Open Data Portal to ensure that data is shared in accordance with the Data Governance Policy.
Works with City of Charlotte staff, internal data team, and partner organizations to develop the sharing of data via ETL (Extract, Transform, Load). 
Develops data automation processes (such as SSIS packages, python scripts and PowerShell) and ensures they are documented and stored in a central repository.
Deploys ArcGIS Server, and assists SQL Server and Operating System, in scheduling
upgrades, service packs and rollout of patches into various environments.
Works with GIS Admin team to administer, secure, publish and update ArcGIS server content.
Works as a liaison to City of Charlotte’s IT Security Team.
Supports City activities and initiatives in relation with the City's Strategic goals and objectives.
Identifies opportunities within the City to use GIS to improve processes and integrate GIS providing technical oversight and approval throughout a given implementation.
Assists with custom GIS application development, based on ArcGIS Online templates or other mapping application APIs.
Provides technical and training assistance to users through the City of Charlotte’s OpEx (peer training) Academy.
Performs other GIS technical tasks as necessary.

Knowledge, Skills & Abilities

Extensive knowledge of GIS system administration to include ArcGIS Online and ArcGIS Enterprise Portal.
Proficient in HTML/CSS/JavaScript programming languages.
Experience with ArcGIS Web AppBuilder
The ability to move various data types across various database types via ETL (Python, GeoDatabase data replication, Shell Script (DOS/PowerShell), and SQL Server and SSIS)
Proficiency with ArcGIS modules with a strong working knowledge of customization, SQL scripting, SQL Server, and database integration.
ESRI/ArcSDE administration, ESRI suite of ArcGIS software including ArcGIS for Server.
The ability to work across a diverse team of Data and Analytics professionals to meet the goals of the City of Charlotte.
Experience with software development.
Strong ability to communicate effectively, orally and in writing, with business analysts and users.
Excellent analysis and troubleshooting skills.
Superior customer service skills.

Preferred Qualification

Master’s degree in Computer Science or related field with two (2) years of experience with increasing responsibility in GIS application development.

Minimum Qualifications

Bachelor of Science Degree in Computer Science or related field, with five (5) years of experience with increasing responsibility in GIS database administration.

Salary

$86,843 - $99,162 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
