Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Office of Equity, Mobility, and Immigrant Integration, which advances upward mobility, immigrant services, diversity, equity and inclusion, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte, and CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Summary

The Housing Assets Project Manager is a core member of the Housing Services’ Asset Management Team and is responsible for servicing a multimillion-dollar real estate portfolio consisting of the City of Charlotte’s affordable housing investments. The Housing Assets Project Manager is the main customer service point of contact for both homeowners and developers who own or manage properties in the City’s portfolio. Ideal candidates for this position have excellent customer service skills and extensive education, training and experience in asset management, finance and housing related federal compliance.

Major Duties and Responsibilities

  • Services loans for all rehabilitation and House Charlotte customers.  This includes providing in-person and phone-based customer service, developing payoff statements and managing collection accounts 
  • Provides servicing and account maintenance on nonperforming or noncompliant multifamily assets by working with the owner to remedy performance issues 
  • Tracks assets in foreclosure or bankruptcy and updates asset statuses in loan management software 
  • Performs multifamily compliance monitoring, including construction and lease up compliance, certifies in service compliance and manages annual inspections, audits and monitoring visits
  • Performs single family annual compliance monitoring to include annual mailings, phone interviews and investigations of possible breaches of deed restrictions 

Knowledge, Skills & Abilities

  • Understanding of asset management processes and procedures 
  • Understanding of the fundamentals of loan underwriting and servicing 
  • Excellent customer service approach and a positive demeanor 
  • Ability to analyze documentary evidence and form conclusions 
  • Ability to communicate effectively, both orally and in writing 
  • Must have valid driver’s license and the ability to obtain City driving authorization 
  • Strong organizational, planning and time management skills 
  • A self-starter, able to work well in a team-based environment under limited supervision with effective interpersonal skills and a high energy 
  • Proficiency in the Microsoft Office suite  

Preferred Qualification

  • Training and experience in asset management, finance and/or housing related federal compliance 
  • Extensive customer service experience 
  • Previous work in a compliance related field 
  • Asset management or finance related education or certifications 

Minimum Qualifications

Requires a bachelor’s degree or an associate’s degree and one year of relevant work experience 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
