Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manages hundreds of storm drainage improvement projects. Summary

This position is part of the Storm Water Services Strategic Planning team and performs investigative activities and tasks related to storm water requests for service and repair work including but not limited to the following:  customer service, field investigations, hydrologic and hydraulic analysis, and repair work plans. 

Major Duties and Responsibilities

  • Meet with and assist property owners with storm drainage related issues.
  • Communicate drainage information to a non-technical audience.
  • Physically going into the field to investigate the drainage system and the caller’s concerns; determining if the issue is eligible for assistance from the Storm Water Services Program; classifying the extent of the problems; evaluating and addressing safety concerns; coordinating additional investigations including pipe videos and confined space entries.
  • Document physical characteristics of storm drainage infrastructure and features in the field.
  • Coordinate with other Storm Water staff, City departments, and/or other agencies; serving as the key divisional and team resource.  
  • Perform hydrologic and hydraulic analysis by delineating drainage areas and calculating storm flows, gutter spread, and pipe flow capacities.  
  • Develop repair work plans, including determining the extent of the work, standards and guidelines to follow, estimating quantities and cost, and providing sufficient information for the street maintenance crew or repair contractor to complete the work.

  • Ability to conduct field investigations.
  • Effective verbal and written communication skills.
  • Ability to work well with others in a team environment.  
  • Knowledge of materials, methods and practices used in various types of construction with an understanding of and experience in site restoration.
  • Knowledge of construction industry standards, materials, methods, and equipment concerned with the construction and maintenance of storm drainage systems and roadway.
  • Demonstrated ability to successfully perform storm water engineering analysis tools including using hydrology and hydraulic software such as, Hydro CAD, HY8, Arc-GIS, Storm CAD or Hydroflow, and other engineering software applications.
  • Proficiency in the Microsoft Office Suite.
  • Excellent organizational and time management skills.
  • Ability to work independently and efficiently to investigate and manage storm water requests for service while utilizing organizational skills to conduct multiple activities and tasks to meet expected production goals. 
  • Be responsive and follow-through with all the various duties and commitments.
  • Possession of a valid driver’s license, dependable passenger vehicle, good driving record and ability to receive and maintain a City Driving Permit.
  • Ability to work outdoors, traversing uneven terrain and in adverse weather conditions and physically able to lift up to 40 lbs.

Preferred Qualification

  • Working knowledge of Cityworks, ArcGIS, and Construction Inspection (CI) software.
  • Field engineering experience including basic surveying and construction and repair of storm water infrastructure.
  • Construction estimating and take-off experience.
  • Direct or indirect street maintenance experience.
  • Ability to communicate in English and Spanish.  

Minimum Qualifications

High School Graduation or Equivalent and five years of relevant work experience

OR 

Associate's Degree and three years of relevant work experience

OR

Bachelor's Degree and one year of relevant work experience

Conditions of Employment
