Summary

In working to put communities and citizens first, the City of Charlotte’s Department of Planning, Design, and Development is committed to creating great places. The Department of Planning, Design, and Development is chiefly responsible for collaborating with community partners, guiding growth, sustaining the natural environment while also designing vibrant and inclusive avenues for citizen enjoyment.

This position is responsible for supervising, mentoring, coordinating, and overseeing the work of Construction Inspectors assigned with the inspection of private development work for compliance with approved construction plans and with City ordinances and standards including storm water and roadway. The position works independently or as part of a CLT Development Center team to provide support to the Development Community or Citizens when unresolved concerns surface.  Concerns will be fielded, information provided, conflict mediated, and complaints investigated.  

Major Duties and Responsibilities

Provide supervision, guidance, and oversight to construction inspection staff
Provide periodic field monitoring and review of Construction Inspector activities
Coordinate resource leveling of inspection staff
Monitor inspection staff’s technical consistency and quality of project files/record-keeping (logs, timesheets, mileage reports) 
Conduct pre-construction meetings and final inspections
Supervise quality of work performed, worker productivity and site safety
Oversee the completion of construction projects to assure compliance with approved plans, City standards and ordinances
Correspond verbally and in writing with contractors, designers, developers, other staff members, and citizens
Coordinate with other Departments/Divisions such as Street Maintenance and Storm Water
Ensure technical and professional competency of self and staff
Provide documentation for the acceptance of new City streets.
Manage construction contracts for completion of subdivisions which are in default
Participate as an active member of the Development Center Leadership Team
Inspections to include stormwater drainage systems, culverts, stormwater control measures and roadway construction

Knowledge, Skills & Abilities

Excellent customer service skills
Demonstrated ability to apply conflict resolution techniques, and positive solution development
Good communications skills, both verbal and written (ability to communicate in Spanish is a plus)
Knowledge of materials, methods and practices used in various types of construction plus an understanding of and experience in site restoration  
Ability to work well with others in a team environment
Ability to interact courteously and effectively with the public
Ability to plan, prioritize and organize work and complete assignments with minimal supervision
Excellent organization skills with the ability to manage multiple projects and contracts
Intermediate computer proficiency level in Microsoft Office and ArcGIS
Must be able to demonstrate consistent past project construction and conflict resolution successes including basic surveying, engineering and construction standards and procedures and project inspection. 

Preferred Qualification

Associate’s degree in civil engineering, civil engineering technology, construction management, or related field plus five (5) years of work experience in general construction activities. 
Experience in storm water and roadway construction preferred. 

Minimum Qualifications

High school diploma/GED with seven (7) years of relevant work experience. Previous supervisory, management, or mentoring experience desired.

Requires a valid driver's license and a good driving record with the ability to obtain and maintain a City Driving Permit, plus a dependable passenger vehicle.


Salary

$64,803 - $80,000 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
