This is an intermediate level engineering position in transportation engineering project management that reports to the senior staff in Land Development Section. The position is responsible for providing independent technical reviews of rezoning petitions, subdivision permits, and commercial driveway permits for regulatory compliance and policy implementation. This position also requires coordination with City staff across multiple departments, represents Land Development's interests on interdepartmental teams for project planning and design, public/private funding participation, and project scheduling.

Proficiency in project status reporting, generating technical memos, and responding to customer inquiries about land development projects is critical to the success of the project manager. The project manager will regularly interact with various stakeholders to include, but not limited to, engineers, developers, neighborhood groups, and citizens.

Major Duties and Responsibilities

  • Attends and provides CDOT input at meetings with City staff and developers during all phases of the land development process. 
  • Provides timely response to citizens, developers, consultants, and City staff. 
  • Demonstrates independent critical thinking and problem-solving skills to manage the timely delivery of professional services to many internal and external customers. 
  • Performs independent electronic reviews of land development projects for compliance with regulatory standards, ordinances, approved rezoning site plans, traffic analyses, and City policy goals and initiatives. Coordinates reviews throughout Rezoning and Permitting processes. 
  • Assists with project management oversight of special land development projects making sure projects stay on schedule. 
  • Effectively communicates orally and in writing with the general public. 
  • Provides mentoring to junior level staff within the Section. 
  • Performs related duties as required.

Knowledge, Skills & Abilities

  • Ability to establish and maintain effective and positive working relationships with other city employees, outside agencies, developers, and general public both verbally and in writing. 
  • Knowledge of the core principles and practices of civil and transportation engineering, and ability to adapt both local and state analysis and design criteria to address traffic/transportation engineering problems. 
  • Knowledge of and demonstrated experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD) and AASHTO’s Policy on Geometric Design of Highways and Streets. 
  • Effective time management, written and oral Communication skills. 
  • Proficient in Adobe Acrobat, Microsoft Office, Accela Permitting Platform, and GIS software.
  • Ability to exhibit customer service skills. 
  • Ability to communicate strong interpersonal skills such as tact, active listening, respect and calmness.

Preferred Qualification

  • North Carolina Professional Engineer (PE) license strongly preferred. 
  • Preferred (5) years of experience with Transportation Engineering to include multimodal transportation infrastructure design.

Minimum Qualifications

  • Bachelor’s Level Degree in Engineering with a minimum of three (3) years of relevant transportation engineering experience.
