Introduction
Under the leadership of the Budget and Financial Services Manager and supervision of the Senior Budget Analyst, this position will perform research and analytical activities in the development, execution, and monitoring of Aviation’s annual operating budget of approximately $189 million. Also, actively participates in the development of Aviation’s rates and charges financial model for purposes to project annual airline costs. Provides ongoing financial evaluation of programs and monitors performance metrics to understand business opportunities and impact. Work involves a high-level of engagement, flexibility, and facilitation of information between both internal and external stakeholders to evaluate revenues and expenditures. As needed, supports the Strategic Leadership Team and staff with special projects, such as cost even analysis, utilization studies, etc.

Major Duties and Responsibilities
1. Participate in the City annual budget process, including engagement with divisions in the review and analysis of operating budget requests based on strategic priorities; prepare budget reports, scenarios, and summaries; facilitate discussions among staff on various requests; attend work group meetings; assist in preparing final recommendations; and input revenue and expenditures requests in the City’s budget system.
2. Participate in the development of the annual rates and charges process to determine airline and non-airline fees.
3. Conduct ongoing monitoring and review of operating expenses to ensure costs are properly allocated and accounted for as part of the budget development, mid-year assessment, and fiscal-year end activities; troubleshoot errors and inconsistences within the budget.
4. Assists divisions with budget questions, budget reporting, and ad hoc analysis; recommend strategies to control costs and reduce/increase divisional budgets as needed, considering budget and procurement controls; facilitate budget meetings with various workgroups as required.
5. Participate in the development of and review of airlines and tenant user fees.
6. Lead the coordination of data review and collection for the City’s focus area plans, balanced scorecard goals and measures, and department financial performance metrics.
7. Complete budget transfers and amendments requests as needed to ensure budget and actual expenditure alignment.
8. Participate in the performance evaluation of programs and initiatives using a combination of quantitative and qualitative data to determine operational impact.
9. Assists in the coordination, development, and/or review of request for council actions in preparation to submit on the City business council agenda.
10. Serve as an accountant and/or manager in the procurement card monthly expense reconciliation.
11. Support and enforce policies and procedures related to budget and financial activities.
12. Assist in the development of City and department management presentations and reports.
13. Perform data and statistical analysis, collection, and research on a variety of topics, including passengers, revenues and other transactions related to the airline/airport industry.
14. Identify opportunities for improving reporting, tracking and operational processes, including development of budget/projection methodologies and automated reports.
15. Serve as liaison to other City departments and serves on committees as needed.
16. Perform other work-related duties as assigned.
Knowledge, Skills & Abilities
• Knowledge of governmental budgeting principles and practices
• Preferred knowledge of the aviation industry
• Demonstrated ability to effectively work with ambiguity and changing work priorities
• Demonstrated ability to perform Excel functions related to sorting/filtering data, inputting formulas, creating pivot charts and tables, and simple to intermediate data mining and maintenance.
• Strong analytical skills, demonstrating the ability to review both quantitative and qualitative data and ability to make recommendations from such data.
• Demonstrated experience being a self-starter and taking initiative, considering established procedures and guidelines.
• Demonstrated experience to work independently to determine business appropriate solutions.
• Demonstrated experience in organizing and managing competing priorities such to thoroughly complete work products within deadlines.
• Demonstrated ability to effectively communicate information both verbally and in writing, with a diverse group of employees and customers (with both a non-financial and financial background) with a wide variety of needs.
• Demonstrated ability to develop and maintain effective relationships with co-workers and stakeholders with a focus on customer service.
• Ability to progressively increase proficiency with Microsoft Office Suite, specifically Excel and PowerPoint.
• Ability to learn Aviation/City ERP systems (i.e. e-Builder, MUNIS, Clarity, etc.) and related software, such as Adobe Acrobat Pro, Tableau, and other analytical/budgeting performance tools.
• Ability to streamline functions and exhibit desire to continuously identify areas of improvement or opportunity.
• Ability to prepare high-level and/or detailed reports, presentations and other written materials.
Preferred Qualification
Prefer degree with major course work in public administration, finance, economics, or business administration and at least two years of related experience.
Minimum Qualifications
High School Graduate or Equivalent and three years related work experience
OR
Associate's Degree and one year related work experience
