Summary

 The Administrative Officer I (Recruitment) position is a cross-functional Administrative Officer dealing with data entry, applicant tracking, conducting preliminary background checks, criminal checks, and recruitment, and hiring efforts including, but not limited to, posting, on-boarding, in-processing, and data processing and customer service for the Charlotte-Mecklenburg Police Department.

Major Duties and Responsibilities

  • Confirming receipt of applications, reviewing application packets for required documents and information flexibility to work occasional weekends, as needed for testing.
  • Recruitment administration (Ensure positions are posted within JobAps, E-Recruit Module), processing vacancies for, civilians, sworn officers & general recruitment questions and other recruiting materials.
  • Conducting pre-employment criminal checks, background checks, assigning drug screenings and reference checks and the preparation of offer letters.
  • Provide responsible staff assistance to the CMPD HR Division; prepare and present staff reports, and other necessary correspondence related to an assigned area
  • Assisting with records requests, employment verifications, interviewing, and other duties as necessary.
  • Processing employee changes, maintaining employee HR data in PeopleSoft as well as the Police Personnel Information. System to include new hires, promotional data, driver’s license information and emergency contact information.
  • Responsible for assisting in the administration of the recruiting process for non-sworn positions throughout the City.
  • Assist departments throughout the selection process and monitor compliance with applicable procedures. Screen applications, proctor employment tests, conduct background checks, and coordinate appointments for other screenings and testing.
  • Compile and prepare statistical data related to recruitment efforts. Attend job fairs to promote the Department's job opportunities.
  • Interpret and explain City personnel policies and procedures to employees and the general public; respond to requests for information and assistance from employees, management staff, outside agencies and the general public.
  • Performs other duties as assigned

Knowledge, Skills & Abilities

  • Conducting background investigations and reference checks
  • Experience in recruitment administration and HR processing functions
  • Preferred knowledge of PeopleSoft and recruitment
  • Preferred knowledge of background investigations, to include DCI and NCIC checks, AOC checks, and driver’s license check
  • Familiarity with CMPD systems such as KBCOPS, CJ Leads, and CAD is a plus
  • Plan, direct and work as a team with colleagues as well as establish effective working relationships with other employees, staff and the public
  • Carry out assignments using own initiative and general instructions
  • Work independently and handle dynamic timelines
  • Excellent verbal and written communication skills, interpersonal and customer service skills

ADA and Other Requirements

Positions in this class typically require: fingering, grasping, talking, hearing, seeing, and repetitive motions.

 

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks
  • Adequate vision, hearing, and speech required

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
  • Comprehensive of written information in work related documents
  • Ability to hear, understand, and distinguish speech

Working Conditions:
Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files, and phone.  

Minimum Qualifications

  • High School Graduate or Equivalent and one-year related work experience
    OR

  • Associate's Degree

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
