Housing & Neighborhood Services (H&NS) focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Office of Equity, Mobility, and Immigrant Integration, which advances upward mobility, immigrant services, diversity, equity and inclusion, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte, and CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Summary

The Housing Programs Office Assistant V is responsible for providing difficult and responsible secretarial and clerical services to the Housing Services division of Housing & Neighborhood Services and the Housing Services Division Manager.

Major Duties and Responsibilities

  • Responsible for providing complex administrative, secretarial and clerical services to the Housing Services Division and the Division Manager 
  • Serves as the division expert resource of internal administrative policies, such as purchasing and travel, and must exercise considerable initiative, independent judgment, and discretion in performing office and administrative duties and in keeping abreast of both division departmental policies, procedures, and regulations 
  • Supports the contracting, reporting and financial processes related to City multifamily development projects 

Knowledge, Skills & Abilities

  • Thorough knowledge of business English, spelling, punctuation, and arithmetic 
  • Considerable knowledge of the principles and methods of office management and other modern office procedures, systems, and equipment 
  • Ability to supervise and train clerical and other support personnel if required by the specific position
  • Considerable knowledge and experience with information technology, including the Microsoft Office suite, databases and cloud-based management and record solutions 
  • Ability to keep complex records, to assemble and organize complex data, and to prepare reports from such records 
  • Ability to work independently on responsible and confidential administrative assignments and secretarial tasks 
  • Ability to type accurately and rapidly and to compose effective and accurate correspondence 
  • Ability to take and transcribe oral dictation if required by the specific position 
  • Experience supporting an office managing community assistance programs, specifically extensive experiencing manipulating data 
  • Extensive experience with Microsoft Excel, data analysis and developing data generated reports 
  • Ability to take and transcribe oral dictation if required by the specific position
  • Knowledge and experience with federal housing programs, including, but not limited to, maintaining compliance files, completing data entry and maintaining databases related to federal programs, review applicant qualifications, following standard operating procedures and maintaining documentation, and reviewing documentation for accuracy and completeness 

Preferred Qualification

College-level courses in business administration, data science or other related coursework

Minimum Qualifications

High School Graduate or Equivalent and three years relevant work experience

OR

Associate's Degree and one year relevant work experience

OR

Bachelor's Level Degree

 

Salary

Starting salary between $39,194 - $44,093, based on experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
