Introduction

Located at Charlotte Douglas International Airport, the Assistant Field Maintenance Manager is responsible for maintaining the function and appearance of the airport airfield, landside and other property, in accordance with federal requirements and department standards, by scheduling and overseeing the work of employees performing maintenance, repair and construction.

Major Duties and Responsibilities

Assists in supervision and direction the activities of supervisors (10) and crew members in the areas of a) heavy equipment operations, b) airfield lighting & electrical, c) landscaping, d) grounds clean-up, and e) airfield, roadway & ramp pavement repair and painting. 
Serves as “second in command” of the division and acting as the leader in the absence of the Field Maintenance Manager.
Assists in managing and overseeing first shift, second shift, third shift and weekend crew.
Assists in managing and overseeing construction projects both airside and landside from conception to completion with varying dollar amounts.
Assists in managing solicitations and contracts for professional services for various construction projects.
Assists in managing and overseeing Airport’s storm water controls, structures and ponds program to ensure compliance with county regulations and best management practices. 
Ensures compliance with Federal Aviation Regulation Part 139 annual airport certification and Airport Certification Manual; ensures daily inspection discrepancies are corrected in a timely manner.
Ensures compliance with all City, Airport, and Environmental regulations; apply safety rules and regulations and ensure crew follows same.
Plans and implements construction repairs including scope of work, plans, specifications, and cost estimates pertaining to these projects and works with Aviation Finance to ensure compliance of all procurement policies and guidelines
Assist with soliciting, managing, monitoring and reviewing various maintenance contracts including landscaping, surface cleaning, fence repair, airfield lighting and other contracts as needed; inspects all work to ensure contract compliance with specifications.
Assists with coordinating various work and or projects with airlines, FAA, tenants, and other aviation department staff to ensure minimal impact on operations.   
Motivates, instructs and coaches subordinates; identifies and resolves performance issues.
Identifies needs and makes recommendations for improvements to further develop employee knowledge, technical skills and the efficiency of the operation.
Helps prepare annual operating and capital budgets including CIP projects and equipment; assists in effectively managing and controlling expenditures.
Evaluates, recommends and requisitions current and future equipment purchases
Responds to calls outside of normal work hours and returns to work as needed to resolve urgent problems 24/7/365.
Assist with coordinating activities of snow operations crews and annual inspections.

Knowledge, Skills & Abilities

Effective leadership and organizational skills, including the ability to motivate, instruct and coach subordinates are required, as is the initiative to identify, solve and follow-up on any performance issues or projects.   
Must be able to enhance team spirit and improve conflict resolution and problem solving skills amongst employees.
Excellent organizational and reasoning skills required, as well as the ability to follow directions and complete projects accurately and on schedule.
Considerable knowledge of the airfield and other airport property, including related procedures and operations.
Skills to communicate effectively and clearly, verbally and in writing, including radio communications with Federal Aviation Administration Air Traffic Control are required.
Must be able to work effectively with tenants, co-workers, other agencies and the traveling public and represent the airport in a professional, positive manner. 
Ability to respond calmly and effectively in emergency situations.

General Information
Basic work hours 7:00 am to 3:30 pm, Monday through Friday.  Work required at other times for supervision, training and during special events, inclement weather and urgent/emergency situations.
Valid driver’s license, with no more than 6 points, required.  Ability to obtain and maintain a City Driving Permit.
Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment. 
AMA driver endorsement (obtain within 90 days of employment).




Preferred Qualification

Major coursework in civil engineering technology, aviation management, business administration, or related field.  Experience must be related to airport operations, airport management, and/or grounds and pavement management, including supervisory experience.

Minimum Qualifications

High School Graduation or equivalent and seven years relevant work experience

OR

Associate's Degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one year relevant work experience

Conditions of Employment
