Function

This position manages and directs operations of assigned distribution system zones/collection system zones/plants as well as manages assigned locates. 

Summary

Work involves: leading division operations and related management planning; monitoring zone/plant budgets and performance; ensuring compliance with both operational and personnel policies, procedures, laws, and regulations; supervising staff; resolving issues arising between zones; and ensuring support services and other resources are provided to operations’ areas.   This position provides for continuous improvement review, ensures compliance with equipment management preventative-maintenance, assists Operations Chief with resolving customer concerns, enforces safety policies and works closely with the safety team on training, ensures key performance objectives are being met.  Routinely works closely with Rehabilitation team, Senior Engineer and Critical Assets team, Compliance team and Zone Managers on SSO reduction efforts.  This position requires close engagement with all areas within Field Operations.  Ability to serve as an Operator in Responsible Charge (ORC) for the Water Distribution and Wastewater Collections systems is required.

Major Duties and Responsibilities

Manages and directs operations of several distribution and collection system utility zones/plants; oversees the locates group.
Leads management planning for division operations.
Determines strategies and objectives related to goals and initiatives outlined by the Executive Team.
Provides consistent program strategies and development for the division safety, IT, Laboratory support, etc.
Ensures that property, equipment, materials, and other resources are appropriately utilized; maintains collection system permit compliance.
Plans, projects, and prepares for budgetary needs; monitors zone/plant budgets.
Runs and reviews productivity reports; monitors zone performance; evaluates performance; reports on system performance trends; and issues corrective actions as needed.
Reviews WAM reports and relevant documentation for compliance with multiple permits along with ensuring compliance with all state and federally mandated requirements for the distribution and collections systems.
Meets with staff, leadership team members and stakeholders on operational productivity measures, process improvements, service level agreements, and continuous improvement enhancements.
Works with EMD and other as city staff to monitor regulatory permits and continuous improvement programs.
Manages the response to emergencies in the distribution and collection systems.
Resolves issues that arise between zones.
Works with others to assure support services are provided to operation areas
Supervises and coordinates work activities of assigned staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
Oversees the daily operations and provides direct support as needed; communicates with staff on updates, events, topics, issues, or other current matters.
Works with reporting supervisors and management to assure support services are provided to operations.
Provides guidance to Operation supervisors, Field Operations Supervises and Planners on policies, procedures, safety, and efficient planning and completion of work is satisfactory.
Develops and produces new process documentation for undocumented or unwritten processes, protocols or practices.
Ensures safe working environment for staff and visitors.
Represents the division as requested in dealing with specific issues and projects
Investigates and responds to customer concerns as needed
Performs other related job duties as assigned.

Preferred Qualification

Desires following credentials: National Incident Management Systems Certificate; and NC Grade IV Wastewater Collections System Operator and NC Grade A Water Distribution System Operator’s Certifications.

Minimum Qualifications

Bachelor’s degree from an accredited school.
Ten (10) years of related work water and/or wastewater experience 
Five (5) years of supervisory experience

Licenses, Certifications or Registrations: 
Desires following credentials: National Incident Management Systems Certificate; and NC Grade IV Wastewater Collections System Operator and NC Grade A Water Distribution System Operator’s Certifications.
Requires a valid driver’s license.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
