Function

This position plans, coordinates, and conducts operational, structural, and environmental inspections of critical water and wastewater infrastructure to drive condition-based maintenance decisions. 

Summary

Work involves evaluating the structural integrity of pipelines and pipeline components; analyzing pertinent stream morphology characteristics; evaluating flow and pressure conditions; conducting investigations in coordination with other divisions and agencies; tracking down causes of sanitary sewer overflows; deploying smart covers which monitor the flow of sewer in gravity mains to identify sources of inflow and infiltration; and enforcing program requirements. This position performs required inspections of critical assets (such as sewer force mains/component and sewer pipes crossing major streams). 

Major Duties and Responsibilities

Inspects sewer lines, siphons, and other parts of the sewer system. 
Clears stream blockages and right-of-way’s; reports large blockages to the County for clearing 
Operates water valves; operates hydrants for flow test and water quality issues. 
Identifies and prioritizes potential repair projects 
Enters data into tracking spreadsheet 
Investigates sanitary sewer overflows (SSOs) or other irregular discharges. 
Maintains and monitors smart covers. 
Notes and monitors erosion of creek banks. 
Researches historical data on collection system, FSEs, or spills. 
Updates database information; completes paperwork; and creates inspection reports. 
Enforces program compliance. 
Assists other areas of Charlotte Water. 
Performs other related job duties as assigned. 

Knowledge, Skills & Abilities

Basic knowledge of how a collection and distribution system operates.
Skill in solving complex collection and distribution system problems and using analytical reasoning to accomplish complex goals
Skill in operating chainsaws and small outdoor equipment.
Skill in operating off road equipment
Knowledge of common computer software such as Microsoft Office Suite of products.
Ability to manage multiple deadlines in an autonomous environment.
Ability to work in a GIS environment to plan and manage inspection data.
Ability to use Cityworks work order system.
Ability to interpret blueprints, site plans, and topographic maps.
Ability to conduct work activities in in remote areas and austere environments.
Ability to observe details.
Skill in communicating, both verbally and in writing. 
Ability to obtain a City driving permit. 

PHYSICAL DEMANDS: 

The work is light to moderate work and requires applying 10 pounds of force frequently exerting up to 50 plus pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, feeling, manual dexterity, hearing, kneeling, lifting, mental acuity, pulling, reaching, speaking, standing, stooping, talking, visual acuity in data/color/observations/ 
equipment/inspections, and walking. 
 
WORK ENVIRONMENT: 

Work is performed in an environment that possesses potential atmospheric, material, and physical hazards consistent with public pressure water and wastewater collection systems, roadways, and heavy construction sites where errors on this job can lead to significant physical or mental consequences for self or others.  Work is often performed in rough, wet, overgrown, and/or wooded terrain and around swift moving water.

Preferred Qualification


Associate degree, preferably in a technical field such as engineering or environmental sciences from an accredited school and Two (2) years of related work experience.
Desires at least a Grade I Collection System Operator and/or a C-Distribution System Operator Certification.

Minimum Qualifications


High School Graduation or Equivalent and four (4) years of relevant work experience 
OR 
Associate degree, preferably in a technical field such as engineering or environmental sciences from an accredited school and Two (2) years of related work experience.

Licenses, Certifications or Registrations:  

Requires a valid driver’s license. 
Desires at least a Grade I Collection System Operator and/or a C-Distribution System Operator Certification. 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
