Summary

This position is part of the Storm Water Services Engineering Team and is primarily responsible for providing technical support and assistance which will include engineering review of consultant and in-house prepared design and analyses submittals.  The position is also involved in mentoring and providing guidance to team members concerning technical processes and policies.  This position requires extensive contact with City staff and a working knowledge in all aspects of storm water infrastructure design principles and practices.  

Major Duties and Responsibilities

  • Complete technical review of consultant prepared planning reports, hydrologic and hydraulic calculations and computer models, construction plans, cost estimates and contract specification submittals for technical competency, consistency and constructability issues.
  • Provide coaching, mentoring, guidance and technical instruction to Storm Water Engineering Team staff regarding design, analysis, constructability and technical policy issues.
  • Provide input and technical expertise to support the development and implementation of technical policies and standards of practice regarding applicable engineering principles and practices for the City.
  • Manage, review and/or prepare reports and special studies of engineering analyses, feasibility studies and hydrologic and hydraulic modeling.
  • This position also serves as the lead coordinator for clients on all assigned projects and provides customer service by serving as a key divisional and team resource.
  • May serve as a point of contact for the Division, the Department and the City on Storm Water issues.
  • Perform other duties as assigned.

Knowledge, Skills & Abilities

  • Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation and closeout utilizing project management software.  
  • Effective verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with other employees, departments, City Officials and the public.
  • Working knowledge of the Charlotte-Mecklenburg Stormwater Design Manual, City of Charlotte Lad Development Standards, NCDOT Standards and Specifications and other local ordinances, requirements and/or manuals.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Ability to apply conflict resolution techniques and to work collaboratively and effectively with others.
  • Proficient computer skills including experience with Microsoft Office Products (Word and Excel).
  • Ability to interpret, analyze, prepare and explain complex technical reports, data, technical specifications and recommendations.
  • Ability to establish and maintain effective working relationships with other employees, departments, City Officials and the public; 
  • Familiarity with storm water hydrologic and hydraulic modeling software including HEC-HMS and HEC-RAS.
  • A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.

Preferred Qualification

  • Licensure as a Professional Engineer is preferred.
  • Proficient in application of hydrologic and hydraulic modeling principles and methods and software including HEC-HMS and HEC-RAS.
  • Three to five years of engineering experience demonstrating progressive responsibility in civil engineering municipal regulations and/or engineering fields; progressive experience in planning, design and construction of storm water facilities

Minimum Qualifications

Bachelor’s degree in Engineering or a related field, with curriculum founded on basics of hydrology, hydraulics, water quality, storm water computer modeling and three (3) years of related experience.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
