Summary

Reporting to the Procurement Manager, the Contracts Compliance Manager is responsible for managing the procurement of commodities and services including but not limited to equipment, rolling stock, construction and technology for Charlotte Douglas International Airport in a cost efficient and timely manner as required to operate the Airport efficiently.  The position coordinates solicitation processes, contracting and purchasing activities.  Provides administrative support and consulting services as part of the team of employees responsible for administering a $180+ million annual operating budget and $300+ million annual Airport Capital Improvement Project program. Independent judgment and initiative are exercised, within established guidelines, to complete assignments. Work involves extensive contact with the public, Airport tenants, local government peers and co-workers. Work is performed independently and evaluated by review of records, reports and discussion. 

General Information:
• Standard business hours apply Monday through Friday.  Work required at other times for meetings, special events and emergencies/urgent matters.
• Valid driver’s license that meets guidelines for a City Driving Permit required.  
• Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

1. Supervise the Contract Administration Specialist and Procurement Administration Technician roles.  Manage, prioritize and balance workload across a team of Procurement professionals.

2. Prepare Request for Proposals, Invitation for Bids, Request for Qualifications, Construction Manager at Risk, Design Bid Build, and Private Public Partnership solicitations for capital equipment, rolling stock, planning, design and construction services, technology goods and services, commodities for maintenance, repair & operating equipment and facilities and on-going service contracts in compliance with Federal, State and Local laws, regulations, policies and guidelines.

3. Coordinate and administer the solicitation process, including:
o Developing specifications, templates, bid tabulations, advertising, meeting schedules and recording of meeting minutes
o Attend all pre- and post- solicitation meetings and bid openings
o Review final document drafts including addenda, change orders, renewals and amendments before publishing
o Review bids and proposals for compliance to process requirements and specifications
o Issue notices of award and notices to proceed
o Monitor contract spend throughout contract term for compliance to authorized limits.
o Facilitate project closeout activities for local and federal procurements.

4. Provide consultation, review and approval of non-competitive contracts for goods and services to include but not limited to sole source, cooperative and federal general service administration awards.

5. Negotiate contract costs, terms and conditions to maximize the quality and value of goods and services delivered to build, operate, repair and maintain airport properties.

6. Prepare award recommendations and City Council Actions, contracts, change orders and amendments consistent with established policies for senior leadership review, approval and execution.

7. Provide information and assistance to the public, vendors, consultants and contractors, including technical information such specifications, solicitation, contract and purchase order documents as requested.  Advise the contracting community of policies, procedures, schedules and forecasted procurement activities.

8. Ensure fair and open competition and promote competitive business opportunities through outreach activities, website postings, advertisements, announcements and meetings in coordination with the administration of CBI and DBE Programs.

9. Provide consultation and trainings pertaining to contract and procurement policy compliance. Develop, maintain and manage a database of all contracts, and report upcoming contract expiration dates and ‘current-status’ on a timely basis.  

10. Manage the creation and maintenance of requisitions through the City’s financial enterprise resource program (ERP) to create and distribute purchase orders and the project management technology solution to receive and manage acquisition requests and contracts.

11. Identify continuous improvement opportunities including new business processes and office procedures and methods as needed for use by Procurement and staff performing procurement related activities.

12. Serve as a Subject Matter Expert in government solicitation and contracting terms and conditions, including but not limited to Federal Aviation Regulations, Federal Uniform Guidance and North Carolina General statutes for competitive bidding.

13. Coordinate the receipt and maintenance of certificates of insurance for all open and active contracts and purchase orders.

14. Perform special projects as assigned.

Knowledge, Skills & Abilities

• Knowledge of multiple contracts types (Horizontal/Vertical, Federal/Non-Federal, Indefinite and Definite Quantities, Fixed Price, Lump Sum, Blanket Purchases, etc.
• Knowledge of research methods and techniques.
• Skills to multi-task, organize, complete projects on schedule with minimal instruction. 
• Skills to use business English and Microsoft Office software (Word/Excel/Outlook).
• Excellent organizational skills.
• Skills to work effectively with co-workers, tenants and the public, and represent the Airport in a positive, professional manner.
• Ability to analyze administrative problems and to make sound recommendations for their resolution and to prepare working procedures.
• Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships and public relations.
• Ability to prepare Council Actions. 
• Ability to conduct research, prepare accurate records and reports; use word processing and database programs, access information from the Internet and intranet on a personal computer. 

Physical Requirements:
This position is sedentary in nature and may require long periods of sitting.  Approximately 90% of the time is spent sitting.  The remainder could be spent bending, reaching, twisting, standing or walking.  May lift up to 25 pounds and carry for a short distance.

Preferred Qualification

Experience must include use of Microsoft Office software, record keeping, and preparing correspondence.  Experience preparing a wide variety of applications, reports, and contracts for highly regulated government programs is preferred. Supply and Procurement certification (CPPB, CPSM, etc.) desired.

Minimum Qualifications

Associate’s Degree and five years relevant experience.

Bachelor’s Degree and three years relevant experience.
