Summary
Seeking an Administrative Officer III for the Building Services Division of the General Services Department. The Building Services Division is responsible for the facility management and maintenance of over 200 City-owned facilities. This position will be responsible for performing a broad range of financial duties related to the support of Building Services. In addition, this position will be responsible for human resource/payroll functions and resolving accounts payable discrepancies.
Major Duties and Responsibilities
- Review and serve as backup approver for requisitions, purchase card transactions, journal entries, and budget transfers within Munis
- Process, audit, assist, and train Building Services staff as needed with P-card allocations in Munis
- Assist the Finance Manager with the annual budget development process, including Base Line Adjustments, Enhancements Requests, and Technical Adjustments
- Ad-hoc reporting and analysis of the division’s Operating, Capital, and Cultural tourism funds
- Analyze and make recommendations on financial processes and procedures
- Prepare and analyze various monthly and quarterly financial reports as needed from Munis and Cityworks
- Serve as the Human Resources Liaison for the division through payroll support, Performance Review Document (PRD) processing, provide support to staff on FMLA, Workers Compensation, and Short-Term Disability, and updating staff on any citywide HR polices and regulations
- Responsible for the coordination of onboarding and offboarding of employees for the Building Services Division. This includes paperwork, technology needs, training, record keeping, and benefit coordination
- Assist vendors and accounts payable with complex invoice discrepancies and payment resolution
- Responsible for entering invoices into the work order management system, running expense reports, and creating work orders
- Track and maintain Fuelman reporting for Building Services; request new and replacement cards for vehicles
- Oversee and manage the ordering of new vehicles, maintaining database, reviewing quotes/purchases, and attending quarterly Fleet meetings
- Maintain the Building Services Plan Room by organizing final drawings of City buildings, ensuring all forms and documents are added to the G-Drive, and assist with Plotter maintenance
Knowledge, Skills & Abilities
- Knowledge of governmental budgeting and accounting.
- Ability to analyze financial reports to make sound recommendations.
- A working knowledge of the principles and practices of human resources management.
- The ability to work independently and as part of a team in a fast-paced, high volume environment with an emphasis on accuracy and timeliness.
- Proficiency with Microsoft Office, in particular Word and Excel.
- Ability to work with all levels of staff, customers, co-workers, and contracted personnel.
- Relates well to a wide variety of individuals while maintaining a high level of confidentiality.
- Good organizational skills with the ability to prioritize and use his/her time effectively and efficiently.
Preferred Qualification
A Bachelor’s degree in accounting, finance, business administration, or related field and three years (3) of related experience in a large office setting. Experience with accounting, facilities management and human resource work systems: Munis, Cityworks, and PeopleSoft preferred.
Minimum Qualifications
A Bachelor’s degree with a focus in governmental accounting/budgeting with (1) one year of related experience, or an Associate’s degree in accounting, finance, business administration and two years (2) of experience or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications to perform the essential duties of the position.
