Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, real estate services, landscape management, and other support services.

Summary

The City of Charlotte is seeking a temporary Administrative Officer II for the Department of General Services’ Director’s Office.  The selected candidate will support and lead several special projects over the next year including the Cemetery Strategic Study and city properties grant study.  In addition to the project-based work, the position will support the Budget & Finance Team during the FY2023 budget development and submission. 

Major Duties and Responsibilities

The selected candidate will engage around several impactful projects and initiatives including: 

Cemeteries Study
The Department of General Services is conducting a nationwide benchmark study around cemetery operations with specific interest around service provision strategies, types services offered, fees structures and amounts, and revenue/budget management.  The selected candidate will provide leadership in these efforts, make recommendations, and support the department’s work with the City Council appointed committee that is currently reviewing city cemeteries.  

City Properties and Grant Review
The candidate will lead efforts to support an in-depth property review for ten locations throughout Charlotte.  These properties, now serving as county parks, were once recipients of Land and Soil Conservancy funds.  The selected candidate will review and develop a case study document for each property to aid in our efforts to provide the State and County the information necessary to ensure long term compliance and sponsorship transfer.   

Knowledge, Skills & Abilities

  • Excellent communication skills (both verbal and written)
  • Ability to analyze administrative, operational and policy issues and make sound recommendations for resolution
  • Ability to apply appropriate judgement 
  • Ability to establish and maintain effective working relationships
  • Knowledge and understanding of local government 
  • Proficient with Microsoft Office Suite Products (Word, Excel, PowerPoint, Outlook) 

Preferred Qualification

Prefer Masters of Public Administration 

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
