Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

The IT Project Coordinator Sr. is a full-time, two-year, temporary position with benefits, within the Innovation and Data Division of I&T, funded by a grant from the Knight Foundation. This position will be responsible for increasing smart city capacity and strategy in Charlotte with a focus on equity, community engagement, and actionable projects. The City of Charlotte has a broad definition of smart city – encompassing the use of data and technology to improve city services, the development and implementation of digital services, and the deployment of technology to empower residents – and a variety of smart city initiatives currently underway across various departments. The IT Project Coordinator Sr. will ensure that the City’s smart city initiatives are aligned internally and externally to maximize impact, and are designed and delivered to promote equity, create opportunity, and improve service delivery and quality of life for everyone. The work of the IT Project Coordinator Sr. will continue to position Charlotte as a leader in the smart city landscape and contribute innovative practices that serve as a model for other cities.  

This position reports to the Innovation and Data Officer, will lead the division’s functional area of smart cities/technology innovation, and will work collaboratively with the community, within I&T, and across all city departments. 

Major Duties and Responsibilities

Document Charlotte’s resident engagement efforts and strategies in the North End Smart District, capturing best practices and lessons learned, and create a smart city playbook to serve as a resource for Charlotte and other cities engaging residents in data and technology initiatives
Inventory, catalog, document and develop a mechanism to track the City’s current smart city and technology innovation initiatives
Facilitate planning processes and develop a strategic framework for Charlotte’s smart city efforts in collaboration with community, internal and external stakeholders, and in alignment with Charlotte’s 2040 Comprehensive Plan  
Identify, cultivate, activate and accelerate smart city projects and initiatives in alignment with core city plans and initiatives such as Charlotte’s 2040 Comprehensive Plan, the Strategic Energy Action Plan, and Strategic Mobility Plan (in development) focused on equity and engagement
Provide oversight and program management to advance digital equity in Charlotte, including expansion of Access Charlotte and collaboration with the Charlotte Digital Inclusion Alliance
Collaborate with other Innovation and Data staff on the development of a technology innovation program, a cross-departmental team and process for soliciting, testing, and evaluating creative approaches to government and community challenges
Present and promote Charlotte’s smart city approach at venues external to municipal government
Develop techniques, strategies and mechanisms for connecting community, private sector, philanthropic, and university innovation with municipal government smart city initiatives

Knowledge, Skills & Abilities

Knowledge of smart city technologies and approaches; direct experience with policy, strategy, and execution of smart city solutions preferred
Demonstrated experience working with residents and community stakeholders to co-design and implement data and technology initiatives
Demonstrated equity approach focusing on delivering value to those who have been most burdened
Experience in project and program management in complex, multi-stakeholder processes and technology project delivery
Experience with making structural and culture changes to work approaches including roadmaps, playbooks, and agile approaches
Demonstrated success identifying and exploring common interests and leveraging those interests to develop agreements that provide mutual benefit to each party
Ability to forge and maintain relationships with external and internal stakeholders, including residents and community stakeholders
Effective communication orally, in writing, and through presentations; demonstrated effective use of listening skills, and openness and curiosity to other people’s ideas and perspectives 

Minimum Qualifications

Requires a Bachelor’s degree in Computer Science, IS/IT or a related field or an equivalent combination of experience and or training.

$78,769 to $90,100 Commensurate with Experience
