Summary

The Police Communications Services Supervisor is responsible for planning and directing the daily operation of the Charlotte – Mecklenburg Police Department’s (CMPD) Emergency 911 Communications Center. Work involves responsibility for planning and managing a staff of professional and technical employees.

Major Duties and Responsibilities

  • Serves as a middle management supervisor for first-line supervisors for police telecommunications engaged in receiving and processing 911 emergency calls and dispatching police field units to reported incidents of crime or emergencies
  • Monitors call taking and dispatch activities to ensure efficient and effective work operations
  • Prepares work schedules for personnel on an assigned shift
  • Reviews and approves daily assignments of Police Communications Operators and allocation of workstation equipment to ensure optimum use of resources
  • Monitors operating efficiency of computer-aided dispatch (CAD) system and related equipment to ensure timely resolution of technical problems
  • Informs staff and ensures implementation of new policies and procedures relating to emergency communications operations
  • Communicates effectively to management about critical incidents or emergencies
  • Monitors and ensures the on-going training of staff on emergency communications procedures and CAD systems operations
  • Conducts operational studies and prepares management reports on staff and CAD system performance
  • Provides positive leadership for supervisors, telecommunicators, and staff to support the objectives and mission as determined by the Department and the Communications Manager
  • Manages the technical and personnel issues of the Emergency Communications Center, i.e., radio, 911, employee development, staff relief factor, etc.
  • Performs other responsibilities as assigned

Knowledge, Skills & Abilities

  • Must possess or be able to obtain a valid Class “C” North Carolina driver’s license
  • Ability to obtain PST (Police Safety Telecommunicator) certificate
  • Ability to obtain FEMA-ICS 100 certification
  • Ability to obtain CTO (Communications Training Officer) certificate
  • Other training/certifications as needed  

Knowledge of

  • Police operations and police dispatching procedures
  • Geographic areas of the City
  • Radio, telephone, and computer-aided dispatch communications systems
  • Federal Communications Commission rules and regulations pertaining to the operation of a two-way radio system
  • Operation of large call taking centers
  • Budget preparation, tracking, and management
  • Modern office technology

  • Learn police and fire emergency communication procedures

  • Organize, communicate, and present concise oral and written reports
  • Establish and maintain effective working relationships with employees, other agencies, organizations and the public as necessitated by the work
  • Plan, organize, and supervise subordinate professional, technical and clerical employees and provide effective administrative and professional leadership and direction for Emergency Communications Center projects and activities

ADA and Other Requirements

Positions in this class typically require: fingering, grasping, talking, hearing, seeing, and repetitive motions.  

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
  • Adequate vision, hearing, and speech required

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
  • Comprehensive of written information in work related documents
  • Ability to hear, understand, and distinguish speech

Working Conditions:

Disagreeable working conditions. Continuously exposed to several elements such as, noise, intermittent standing, walking; and occasional pushing, carrying, or lifting.  

Other Requirements:

Successfully complete and pass a pre-employment hearing, vision, and psychological evaluation. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.

Preferred Qualification

Bachelor’s Degree in Public Safety Management, Public Administration, Criminal Justice or a related field, with five (5) years experience in emergency communications and dispatching operations in a computer-aided dispatch environment. To include three (3) years of supervisory experience or an equivalent combination of training and experience.

Minimum Qualifications

High School Graduate or Equivalent and nine years related work experience
OR Associate's Degree with seven years related work experience
OR Bachelor's Degree and five years related work experience
OR Master's Degree and three years related work experience

 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
