Housing & Neighborhood Services (H&NS) focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Office of Equity, Mobility, and Immigrant Integration, which advances upward mobility, immigrant services, diversity, equity and inclusion, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte, and CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Summary

The Neighborhood & Community Partnerships Manager within the Community Engagement Division of Housing & Neighborhood Services (HNS) is responsible for overseeing the day-to-day operations of community grants, neighborhood environmental sustainability efforts and programs including Neighborhood Matching Grants, Keep Charlotte Beautiful and associated boards and commissions.
  
HNS’s Community Engagement Division is a dynamic and recognized leader in the area of uplifting residents and youth to engage and achieve proactive community improvement through our model of inform, include, plan, support and celebrate community efforts.  The Neighborhood & Community Partnerships Manager supervises a team of direct reports while supporting the HNS Community Engagement Division Manager. This position reports directly to the HNS Community Engagement Division Manager. 


Major Duties and Responsibilities

  • Provide guidance and supervision to program management staff administering financial grants and/or technical resource programs to: 
  • Ensure compliance with local requirements, processes, program guidelines, deadlines and established accounting procedures
  • Demonstrate exceptional customer service, accountability, transparency, efficiency and consistency
  • Define appropriate messaging and communication methods
  • Manage budgets and accounts payable process
  • Coordinate preparation of various detailed quarterly, annual and special reports
  • Oversee activities, experience and administration of three (3) volunteer boards and commissions tasked with program oversight, grant consideration and program outreach
  • Attend City Council meetings and committee meetings as needed to provide program updates, solicit feedback and respond to requests
  • Conduct frequent need assessments and gap analysis to inform program enhancements, new programs and partnership development
  • Conduct research for special studies and projects and prepare reports on recommendations and program enhancements
  • Initiates and/or manages resource partnerships, collaborative efforts, special projects and initiatives as needed
  • Represents the City, serves as liaison between the community, elected and appointed officials, influencers and municipal departments
  • Serves on collaborative boards and committees to leverage opportunities, reduce or remove barriers and enhance City policies

Knowledge, Skills & Abilities

  • Previous experience supervising and guiding a team of direct reports.
  • Empathy and commitment to diversity and inclusion
  • Excellent written and verbal communication and facilitation skills emphasizing mutual understanding, accuracy, context sensitivity, conflict resolution and multi-win scenarios  
  • Sound competency in data management, spreadsheets, and data analysis, ability to collect, organize, communicate and analyze data and prepare reports
  • Ability to establish effective working relationships with coworkers, partners, foundations, community volunteers, residents and elected officials 
  • High level of proficiency in Microsoft Word, Excel, PowerPoint and Outlook
  • Experience preparing and delivering presentations and information in front of large groups and the ability to convey technical information to the public 
  • Strong organizational, planning and time management skills 
  • A self-starter, able to work well in a fast-paced team-based environment under limited supervision with effective interpersonal skills and a high energy
  • Analytical ability, strong critical thinking and problem-solving skills 
  • Able to work on multiple projects effectively and simultaneously
  • Must have valid driver’s license and the ability to obtain City driving authorization 

Preferred Qualification

  • Undergraduate or graduate degree with coursework in public administration, urban planning, sociology or a related field
  • Previous experience with local, state or federal grant administration, program or project management
  • Previous experience with planning and zoning, public administration, permitting and regulatory environments preferred
  • Graphic design and Geographic Information Systems (GIS) a plus
  • Bilingual or multi-lingual

Minimum Qualifications

Requires a Bachelor’s Degree plus five years of relevant work experience or a Master’s Degree plus three years of relevant work experience

Salary

Salary will range from $75,018 to $84,395, based on experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
