Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Office of Equity, Mobility, and Immigrant Integration, which advances upward mobility, immigrant services, diversity, equity and inclusion, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte, and CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Summary
The City of Charlotte’s Housing & Neighborhood Services (HNS) Department is hiring a Mayor's Youth Employment Program (MYEP) Liaison within its Community Engagement Division. This dynamic division is a recognized leader in supporting residents and youth in creating communities and careers they want through comprehensive information, inclusive planning, resource support and celebration of accomplishments.
Among other things, this division empowers Charlotte youth through exposure to the world of work in summer work internships, career readiness training, job shadowing opportunities, pre-apprenticeship pathways and more. This position is part of the Youth Programs team and reports to the MYEP Manager.
Major Duties and Responsibilities
Building Constituent Relationships & Networks
- Cultivate and manage relationships with regional businesses & organizations to recruit qualified program partners to host or financially sponsor high school-aged youth for paid summer internships
- Regularly communicate by phone & email with prospective host employers using CRM to track prospects through recruitment lifecycle
- Counsel, guide and advise prospective host employers in completion of complex application & contract process, including insurance requirements, host employer guidelines, financial obligations and other information
- Develop, implement and maintain key recruitment initiatives to help facilitate recruitment of qualified host employers including interdepartmental collaboration, participation in advisory boards, serving on committees and attending professional association meetings & events
- Identify & stay abreast of current employment trends in various industries of greatest potential interest to Charlotte youth
- Work in conjunction with Charlotte Mecklenburg Schools leadership to deliver programmatic initiatives & processes to school-level stakeholders
Program Management and Communication
- Support development & execution of annual enrollment plan to achieve or exceed annual training, conversion and matriculation targets
- Implement recruitment processes for local youth, schools, employers and other community partners
- Manage student & employer recruitment assignments by researching, compiling and analyzing various data to create proposals for outreach before presenting findings and recommendations to management
- Serve as resource to other departments and represent the program and department at activities, including events, meetings, committees and conferences
- Plan & execute marketing campaigns, including print, digital, web and social media, to target audiences such as high school students, parents, counselors, prospective partners and stakeholders
- Conduct analysis on effectiveness of marketing programs and make recommendations on marketing strategies
- Provide comprehensive individual & group advisement sessions to target population(s) of students, parents and partners
- Plan, organize and implement student interviews using Spark Hire
- Stay informed of national, state and local hiring practices, guidelines and labor related issues pertaining to internships
- Provide case management & monitoring for youth program applicants and participants
- Manage collection process of certificate of liability insurance for partners and vendors of youth programs
- Prepare, process and monitor contracts as needed, including host employers participating in youth programs
- Work evening & weekends as needed
Administrative:
- Assist with program assessment through electronic communication & surveys
- Collect and document records of student participation in programs
- Assist Youth Programs Manager with administrative support as needed
Knowledge, Skills & Abilities
- Interest, enthusiasm and experience working with diverse group of colleagues, partners and youth in fast-paced environment
- Strong oral & written communication skills as well as experience teaching, training and facilitating
- Ability to develop and deliver dynamic and effective presentations to groups
- Demonstrated proficiency with various technology platforms, such as Microsoft Office. Adobe Creative Suite, database systems, SaaS platforms
- Self-starter with ability to work well in team-based environment under limited supervision with effective interpersonal skills and high energy
- Proven ability to use effective judgment
- Analytical ability as well as strong critical thinking and problem-solving skills
- Ability to work on multiple projects effectively and simultaneously
- Excellent reading comprehension skills
- Strong organizational, planning and time management skills
- Ability to learn strategic enrollment management processes and programs
- Have access to reliable transportation as off-site meetings may be necessary
Minimum Qualifications
Requires a bachelor’s degree or an associate’s degree with one year of related experience, or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
