Function

This position will conduct or supervise the review of modeling, planning and engineering studies in support of project analysis for improvement in overall efficiency of treatment plant operations. This position provides a high degree of internal/external consulting for City projects and operations as a subject-matter expert in a specialized field.  

Summary

The City of Charlotte owns and operates five major wastewater treatment facilities and is in design for the sixth with total treatment capacities of 139 million gallons per day.  This position provides professional guidance and technical instruction, regarding planning, design, emergency response, development of Maintenance of Operations Plans (MOPO) and regulatory issues for the wastewater treatment plants.  This position’s work involves some project management functions.  

Major Duties and Responsibilities

Provide technical expertise in the development and implementation of policy and standards regarding engineering principles.  
Ensure the development and implementation of MOPO plans for construction and rehabilitation projects that protects the operational reliability of the treatment plants.
Help develop and maintain the list of needed or potential infrastructure projects for the division by identifying rehab project resources and estimated project cost.
Participate on project teams, reviewing preliminary plans and designs by providing technical and professional assistance.  
Review work of architects, engineers, and other project service providers; make design modifications; ensure regulatory compliance; and help approve project designs.
Conducts or supervises the review of modeling, planning and engineering studies in support of project analysis or improve overall efficiency in treatment plant operation. 
Leads and mentors engineering and technical staff; may supervise the work of professional, technical, and administrative staff.
Communicates among owners, public, project managers, contractors, and other interested parties in order to obtain input, provide feedback, exchange information, and report project status; attends/facilitates public meetings on projects
Perform administrative tasks, such as approving contracts, invoices, or payments.
Assist with or coordinate emergency response measures related to overflows, spills or equipment failure.
Handle special projects and wastewater pilots.
Serve on assigned committees and boards; assists with ISO 14001 certification


Knowledge, Skills & Abilities

Requires experience in planning, design and construction of wastewater treatment facilities. 

Must have an advanced knowledge and understanding of wastewater treatment principles and practices.

Requires experience with budgeting and cost estimating.  

Must have excellent oral/written communication skills, organizational skills

Must have skill in producing technical reports.

Requires the ability to work cooperatively with other city employees and the public.


Preferred Qualification

 Licensure as a Professional Engineer (or equivalent credentials in a field of specialty)

Minimum Qualifications

Bachelor’s degree in engineering, construction management, or a related field from an accredited school.
Seven (7) years of related work experience in design, technical, and/or planning work preferably in civil engineering or municipal capital improvement projects including one (1) year of supervision or performing as a mentor/team leader for other engineers.

Conditions of Employment
