Summary
This position is based in the Storm Water Services Strategic Planning Team and is responsible for providing project management skills and principles in conjunction with the management of storm water condition assessments.
This position is involved in managing the assessment of storm water assets, maintaining an accurate condition database, presenting requested information in accessible formats, long range forecasting of conditions and funding gaps, developing work orders, coordinating response actions, assisting investigations, and other asset management related tasks. This position will support staff throughout the division and other departments.
Major Duties and Responsibilities
- Prioritize assets for inspection and plan and coordinate inspections, traffic control, cleaning, dye testing, and other activities with City and contractor staff
- Establish and follow best practices for integrating asset condition information to assets
- Developing and managing processes for evaluating lifecycle costs and business risk of assets, repair / maintenance / rehab / replace recommendations, and reporting funding gaps
- Advocating for accuracy in the asset condition database and assisting with process improvement to ensure compliance with accuracy standards
- Performing quality assurance of asset condition data and other asset attributes
- Developing work orders for repairs, maintenance, and emergency actions
- Coordination with the public, contractors, and operations staff in the execution of work orders
- Communicating plans and objectives to the public and responding to public concerns regarding activities directed by this position
- Managing contracts and consultants
- Assist with investigations and inspections
- Provide customer service by serving as key divisional and team resource
- Perform other duties as assigned
Knowledge, Skills & Abilities
- Familiarity with storm water system operational and structural defects
- Effective verbal and written communication skills
- Ability to establish and maintain effective working relationships with other employees, departments, and the public
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision
- Ability to apply conflict resolution techniques and to work collaboratively and effectively with others
- Must understand hazards and exhibit a serious attitude towards safety precautions
- Proficient computer skills including experience with Microsoft Office Products (Word and Excel), ArcMap, and Cityworks
- A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit
Preferred Qualification
- Licensure as a Professional Engineer preferred
- Experience with the design, installation, and maintenance of storm water assets
Minimum Qualifications
Bachelor's Level Degree - Engineering and three years relevant experience.
This position requires significant judgment in traveling; traversing difficult terrain (at least 3 miles a day), retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; interacting with public; and experiencing unforeseen conditions/situations in accessing and entering drainage features within the Right of Way, public, and private property. The ability to traverse encountered field conditions as part of this position’s duties and responsibilities is a condition of employment. Occasional on-call emergency work may be required.
